**Basic Function**

* Manages and executes activities associated with regional planning, multimodal corridor planning, highway planning, regional rail planning, systemwide planning, freight planning, project and program development, grant development and advocacy, capital management, and technical analysis in all Countywide Transportation Planning & Development disciplines

**Example Of Duties**

* Conducts complex planning, implementation, funding and analytical projects and programs; manages operating projects and programs

* Conducts multimodal corridor studies and analyses in support of planning and programming efforts, with a particular focus on freight movement through regional transportation corridors

* Supports the development of competitive grant applications for state and federal funding through project development, corridor planning, analysis, research, writing, advocacy, and other related items

* Conducts research and program development work related to the advancement of technology and innovation in project and program development, and in corridor planning efforts

* Supports the development and implementation of Metros Vision 2028, Long Range Transportation Plan, Goods Movement Strategic Plan, and associated planning efforts

* Assumes management responsibility on major transportation and research studies and projects

* Applies, develops, and evaluates analytical, quantitative and statistical tools and their results

* Provides technical support and makes presentations to public and private groups on Metro projects and programs

* Participates in regional and statewide transportation forums

* Participates in developing program guidelines, strategies, and policies

* Negotiates and executes cooperative agreements and Memorandums of Understanding with various agencies

* Provides technical and policy guidance on Metro plans, programs and projects

* Develops and negotiates scopes of work, financial plans, schedules, contracts, and agreements

* Evaluates proposed legislation for impacts on specific plans, programs and projects

* Develops and monitors forecasts, impacts and budgets for plans, programs and projects

* Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects

* Manages contractor/consultant contracts

* Prepares invoices of revenues and allocates to accounts

* Analyzes and manages contractor budgets

* Promotes supporting development along transit lines and transportation corridors

* Prepares comprehensive reports, correspondence and presentations

* Supervises subordinate staff

* Communicates and implements safety rules, policies, and procedures in support of the agencys safety vision and goals; and maintains accountability for the safety performance of all subordinate employees

* Contributes to ensuring that the EEO policies and programs of Metro are carried out

**Required Experience / Skills / Education**

**Requirements For Employment**

* Bachelors degree Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field

* 5 years of progressively responsible experience in transportation planning, project management, urban design, transportation system design and research, and travel simulation and demand modeling, transportation finance, operations planning, or other related area, which includes a minimum of one year of experience in leading the multimodal planning efforts

* Masters degree in a related field is desirable

**Preferred Qualifications**

* 5 years of progressively responsible experience in transportation planning, including two years of experience in freight planning and/or highway corridor planning and/or multimodal corridor planning

* Experience conducting research, policy analysis, developing funding strategies, and grant-writing

**Knowledge:**

* Theories, principles, and practices of transportation planning and land use, business and public administration

* Applicable local, state, and federal laws, rules, and regulations governing transportation policies and funding sources for a public agency

* Organization and processes of local, regional, state and federal government, including legislative and funding processes and policies

* Financial, analytical, statistical, and mathematical methods and procedures

* Modern management theory

* Communicate effectively orally and in writing

* Interact professionally with various levels of Metro employees and outside representatives

* Represent Metro before the public

* Prepare comprehensive reports and correspondence
