SUMMARY OF DUTIES:
Under the direction and moderate level of supervision of the Principal Project Manager, the Sr Project Manager is responsible for managing development of tools, frameworks and processes to meet annual office objectives and to inform decision making on delivery strategy and capital portfolio management. This position will create and maintain process documentation to support the Delivery Strategy team's work in project baseline/charter requirements, procurement packaging and project delivery method analysis, on projects throughout Amtrak's capital portfolio. Individuals in this role use significant technical knowledge and related data management, process improvement and project management experience to accomplish departmental objectives. The role requires regular analytical reporting of project status, risks, issues, cost and schedule performance to other staff, stakeholders and Executive Committees.
Work Schedule: This position allows for a hybrid schedule with a minimum of 2-3 days/week at an Amtrak location (an office, a station, a train, or a project location).
ESSENTIAL FUNCTIONS:
Collect and perform QA/QC on project and program data from internal and external stakeholders to maintain accurate portfolio status
Ad-Hoc Reporting to consolidate data from multiple reporting systems for senior and executive management.
Identify, develop, and implement departmental expectations and the means whereby those expectations are measured, and results reported.
Prepare presentation materials for large project meetings
Support project delivery method (PDM) workshops in note taking and technical facilitation of PDM tool
Support the development and maintenance of multiple portfolio BI dashboards
Maintain key information in our portfolio databases
Manage, update and maintain process improvement changes (templates, workflows, and process documentation)
Review project intake responses on project status, cost, schedule, scope, issues and risk information for data collection and consolidation
Conducts or supports Delivery Strategy meetings, documents issues and risks that may be discovered through project planning and development process
Define and document business and technical needs, defining project baseline/charter requirements (scope, schedule, budget), deriving project or program requirements, risks and mitigation strategies, delivery recommendations, data gathering, and internal and external stakeholder requirements.
Perform continued maintenance, updating and tracking of project baseline/charter activities and progress reporting
Manages and monitors project schedules, progress and costs maintain, adjust and update project plans, as needed consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders
Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations
Identify, document and lead evaluation of project changes based on cost, schedule, risk and scope impacts as well as cross functional dependencies
Recommends project plan changes to appropriate governance decision making bodies and ensures appropriate packaging of relevant information to support appropriate project change
Works with senior leaders to contribute relevant data to support annual planning activities
Identify and evaluate the risks associated with project activities and work across the organization to establish and monitor mitigation plans
Establishes collaborative partnership among stakeholders to support scoping, financial and resource decisions
Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations
Identifies efficiencies and presents recommended improvement opportunities at various levels of management. Adheres to Amtrak Enterprise Project Management methodology and standards
Builds and maintains external relationships to provide effective communication of capital program status and accomplished goals and objectives
Analyzes challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices
Maintains a teamwork environment with all peers as well as the capital delivery department's internal customers
MINIMUM QUALIFICATIONS:
6 years of experience in infrastructure project management
Demonstrated ability to collect, summarize and analyze data
Proven skills in developing strategies and objectives to meet the needs of the corporation
Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with departmental managers
Ability to collect, summarize and analyze information
Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
Solid project management skills with prior experience managing capital improvement projects involving multiple departments
Strong communication skills with focus on collaboration, team building, and customer service
Experience working with cross-functional teams and cross-organizational implementations with multiple dependencies
The ability to identify problems and develop and implement solutions
PREFERRED QUALIFICATIONS:
Bachelor's Degree in engineering, business administration, computer science, organizational management, architecture, project management, construction management, or a closely related field
Work experience in railroad/transportation construction projects.
Strong working knowledge of alternative delivery methods (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).;
In lieu of education, a minimum of 9 years of relevant work experience, or equivalent combination of education, training, and work experience is needed
Professional Engineer's (PE) License or Project Management Professional (PMP)
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
