POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The position is onboard Naval Air Station Whidbey Island (NASWI), WA to provide technical support to the NASWI Commanding Officer and all tenant commands with 5G experiments for infrastructure/communications operations upgrades. The ideal Test Lead candidate will have experience with research, development, test, evaluation, engineering, and maintenance within a U.S. Navy aviation environment. This is a senior level position that will require periodic communications with senior level military and civilian personnel.

The chosen candidate will be required to work directly with government customers in a Systems Engineering and Technical Assistance (SETA) role. Duties and Responsibilities include:

• Provide system analysis, review system requirements, and perform technical management to assist in the test, evaluation, and establishment of 5G terrestrial networks onboard NASWI.
• Develop, apply, evaluate, and provide direct engineering support on specific 5G network supported use cases/applications to support the Naval Air Station and tenant commands in an ongoing effort to streamline and upgrade operations that will include but not be limited to aircraft operations/maintenance, base operations/ground electronics, and Naval Air Station operations.
• Support multi-location cross-functional project management teams in resolving technical issues that arise from product design/engineering/integration, managing the cost, performance, schedule and risk related to technical activities, and coordinating critical events and required actions to meet project schedules.
• Assist in conducting test and experiment events, collecting data, analyzing information, and reporting results.
• Coordinate with Squadron and Wing maintenance personnel to plan, brief, conduct, and debrief tests and experiments.
• Be able to create and execute elements of a Systems Engineering Management Plan (SEMP) which includes providing the communication bridge between the project management team and the engineering discipline teams. This is to facilitate and coordinate installation evolutions with government entities and vendor support staff as systems mature. Be required to describe the specifics of the technical effort and what processes are required and applied in order to execute the life cycle of the project.
• Support the framework to realize the appropriate work products that meet entry and exit criteria of the applicable project life-cycle phases to provide management with necessary information for assessing technical progress. Assist in the creation, performance, and analysis of test events for a variety of applications for routine military operations.
• Provide regular technical status reporting to US Government engineers and senior military personnel.
• Previous demonstrated experience working with Senior military personnel in both an operational and maintenance setting is required. This includes knowledge and ability to create reports and brief at the flag level.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

• B.S. or B.A. in a Technology related field desired but not required.
• Experience with vendor negotiations, applicable contracts and understanding of access constraints and the ability to arrange/negotiate assignments as required to execute directed job efforts.
• Strong communications skills required. Ability and usage of all Microsoft (MS365) products required. Must be able to brief and report daily as testing evolutions progress.
• Applicable experience with maintenance operations and related CONUS and OCONUS military and civilian airfield operations is desirable. Experience with Naval Aviation Maintenance policy and procedures desired.
• Understanding of PACNORWEST commands, as well as 3rd and 7th Area of Operations (AOR) is desirable.
• Experience with the Naval Aviation Maintenance Process is highly desired.
• Demonstrated ability to create and maintain test documents is desirable.
• Understanding of 5G network principles is desirable.
• Understanding roles of and interactions between higher echelon Navy commands is desirable.
• Position is local to NAS Whidbey Island but will involve/allow remote work from home.
• Travel Required: 10-25%.
• U.S. Citizenship status required
• Must have an active DoD Secret Security Clearance or be able to obtain or reestablish this level of clearance.
