PUBLIC HEALTH NURSE - STD & ID CLINIC - RN

Under the direction of the Clinical Services and Case Management Director, the Public Health Nurse is
responsible for providing clinical nursing services to prevent and/or treat infectious disease transmission within
the community and to provide education and community referrals to assist clients in achieving optimal personal
health. This position is Covered as defined by The Board of Commissioners of the County of Allen Employee
Handbook.
ESSENTIAL FUNCTIONS:
  • Receive cross-training in all clinical areas of the Clinical Services & Case Management Division for all
applicable nursing duties, to be able to provide coverage easily wherever needed on a daily basis. These clinical
areas include the Infectious Disease Clinic, Sexually Transmitted Disease Clinic, and the Immunization Services
Clinic.
  • Assist physicians/nurse practitioners during Infectious Disease appointments by providing testing, treatment,
referrals, and scheduling as required.
  • Conduct sexually transmitted diseases (STD) exams, including taking health history, specimen collection,
treatment per protocol, Clinical Laboratory Improvement Amendments (CLIA) waived testing, and education.
  • Act as a phone nurse to the public throughout the day, conveying test results, answering questions, and directing
them to the appropriate resources.
  • Act as an RN consultant for the Immunization Services Division staff for all medical issues associated with the
Vaccines for Children (VFC) Immunization program as requested.
  • Answer client and community partner questions and provide health information and scheduling assistance as
needed.
  • Administer immunizations to clients as appropriate and provide education and observation period per standing
orders or protocols.
  • Assist with community outreach for mobile/off-site clinics, large outbreak responses, community outreach
educational programs, and community health screenings as requested.
  • Implement physician orders, including community referrals, medication administration, infectious disease
services as requested, client education, and coordination of other related services.
  • Assist with clinical Quality Assurance/Control Activities and train new employees as requested.
  • Perform any other duties as assigned, including overtime as required.
REQUIREMENTS:
  • Associate's Degree in Nursing is required, with a Bachelor's Degree preferred
  • At least one year of nursing experience preferred
  • Nursing skills are necessary to assess, educate, and document health findings, as well as determine appropriate
interventions
  • Knowledge and proficiency in proper techniques for collecting specimens is required
REQUIREMENTS (Continued):
  • Ability to perform phlebotomy and conduct various exams
  • Knowledge of vaccines and vaccination schedules
  • Familiarity with the use of an Electronic Medical Record (EMR), along with computer skills, database
experience, and accurate data entry skills is necessary
DIFFICULTY OF WORK:
The role of the Public Health Nurse involves providing clinical nursing services in accordance with established guidelines,
procedures, and requirements. The Public Health Nurse will be responsible for conducting thorough examinations and
evaluations of patients and providing relevant information, treatment, assistance, or referrals based on their professional
judgment. This position encompasses a wide range of nursing duties, which often involve handling complex individual
situations, requiring careful consideration of multiple variables and intricate circumstances.
RESPONSIBILITY:
The Public Health Nurse follows standardized practices when examining, educating; testing, and treating patients. The
purposes and desired outcomes are clearly defined, with any unusual issues discussed with their supervisor.
PERSONAL WORK RELATIONSHIPS:
The Public Health Nurse works in conjunction with other county employees and the general public to deliver nursing
services that are designed to prevent and treat infectious disease transmission in the community.
WORKING CONDITIONS:
The Public Health Nurse may encounter health and physical challenges that are typical in public health nursing for the
general population. These challenges may include lifting heavy objects weighing up to forty pounds, bending, kneeling,
and exposure to bodily fluids and possible needle punctures.
SUPERVISION:
None
LICENSING:
Indiana State Registered Nurse License in good standing
National Incident Management System (NIMS) certification upon employment as required for all public health staff.
Cardiopulmonary Resuscitation (CPR) Certification
Tuberculosis (TB) Skin Testing within three months of employment
IMMEDIATE SUPERVISOR:
Clinical Services & Case Management Director
HOURS:
8:00am -4:30pm. 37.5 hours/week; overtime as required
