RMC is seeking a Program Analyst for a full-time in-office position in Arlington, VA.

POSITION SUMMARY / DESCRIPTION

This position supports the Chairman of the Joint Chiefs of Staff (CJCS) with implementing and facilitating the Mission Assurance Construct in accordance with Department of Defense (DoD) Directive (DoDD) 3020.40, “Mission Assurance (MA)” and DoD Instruction (DoDI) 3020.45, “MA Construct”. Technical support to the MA Construct’s four processes (Identification, Assessment, Risk Management, Monitoring and Reporting) includes coordination of defense critical infrastructure asset nominations, asset validation, integrated assessment scheduling (IAS), management and revision of assessment benchmarks, the coordination of risk management packages and briefs for the Mission Assurance Senior Steering Group (MA SSG) and Mission Assurance Executive Steering Group (MA ESG) meetings, and Monitoring and Reporting through the designated information technology systems.

The Program Analyst is responsible for supporting the Joint Staff Homeland Defense Division (J-36) Mission Assurance Office. The Joint Staff J-36 Program plays an integral role in supporting Mission Assurance (MA) and complements other Protection Program efforts that also contribute to MA through Risk Management (RM).

The Program Analyst is responsible for supporting Joint Staff Homeland Defense Division and personnel with onsite client support. The analyst provides technical and operational coordination and support to a military headquarters and supports Joint Service tasks as required. This person is responsible for planning, organizing, and coordinating CIP and MA Program requirements for the Joint Staff. The Program Analyst assists in conducting reviews of military headquarters plans, policies, and directives, ensuring compliance with DoD policies and directives. Support will also consist of developing briefings, program documents, reports, instructions, and information papers on CIP and MA requirements.

ESSENTIAL FUNCTIONS

  • Coordinate with asset and mission owners for development of, copies, and status of criticality summaries, threat hazard assessments, vulnerability assessments and resiliency, redundancy, and mitigation plans.
  • Develop draft MA SSG and MA ESG slides by integrating mission and asset owner inputs.
  • Facilitate IAS meetings and scheduling conference
  • Coordinate Defense Critical Asset (DCA) nomination and validation process
  • Serve as a subject matter expert (SME) supporting the development of Joint Staff CIP and MA policy and guidance.
  • Support the Joint Staff through coordinating with the services, combatant commands and subordinate commands.
  • Support the Joint Staff Homeland Defense Division (J-36) in the preparation of graphical, oral, and written reports, briefs, and products in support of the CIP and MA Programs.
  • Serve as advisor to Homeland Defense Division (J-36) client on all CIP and MA matters and provide research and analysis using DoD Mission Assurance and CIP Policy.
  • Develop briefs and information papers for internal and external use on CIP and MA topics.
  • Participate in conferences, working groups, meetings, and other events related to MA, as required.

POSITION QUALIFICATIONS

Competencies:

  • 3-5 yrs. exp. with DoD 
  • Knowledge of the DoD planning process
  • Joint / DoD exercise experience
  • Strong writing and communication skills

Required Education:

  • BA Degree, Preferred MA

Required Experience:

  • Minimum amount of experience for this position is 3-5 years in DoD

Computer Skills:

  • Word, PowerPoint, Excel, Teams, and SharePoint (General Office Tools and Functionality)

Additional Requirements

  • Security Clearance: Obtaining a DoD Top Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 5% of the time.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
  • Possess strong problem-solving skills and strong writing skills
  • Experience with US Department of Defense (DoD)
