Summary: Under general supervision, provides procurement and contracting support functions for ANTHC departments.
Responsibilities:
Assists in procuring supplies, services, construction projects and equipment. Provides support to department staff and contractors concerning contract development and requirements. Assists appropriate staff regarding the development of contract objectives and scope of work. Assists in preparing appropriate solicitation documents, and determines sources to be solicited; provides solicitation documents and notices to vendors and contractors.
Assists in evaluating bids and proposals; source selection processes, debriefs unsuccessful offering vendors, compiles, validates and processes required documentation; within scope of authority or recommends to department staff approval as necessary.
Assists in contract development; terms and conditions of contracts; assists in negotiating contract amendments and prepares technical and contract documents.
Performs a variety of administrative functions; prepares and updates reports, records and related documents; responds to inquiries. Reviews and approves invoices from vendors/contractors for compliance with contract. Maintains contact files for auditing.
Assists Contracting Officers by tracking deadlines, performance, and other legal requirements of the contract. Maintains contract files related to contracts and legal issues and assists in resolving issues as needed. Enters contract information and other data into computer system; accesses and locates information for customers, staff, vendors and others.
Updates and tracks a variety of electronic and paper files, records, reports, and related documents. Maintains file integrity and confidentiality by adhering to organizational policies and procedures. Assures the accuracy of the electronic and paper filing systems. Researches files to obtain requested information, insert additional data, and check accuracy of documents.
Provides information and assistance within the scope of designated authority.
Performs other duties as assigned or required.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in logistics, finance, business or related field. Progressively responsible exempt/professional work experience may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Two (2) years of procurement and/or contracting experience related to the department that will be served. An equivalent combination of relevant education and/or training may be substituted for experience.
