  • Under limited supervision from the Hospital Safety Manager, this positions plays a critical role in ensuring the hospital is adequately prepared to respond to emergencies and disasters. Summary:

Responsibilities:

  • Develop and maintain comprehensive emergency preparedness plans, including disaster response protocols, evacuation procedures, and business continuity plans.
  • Coordinate with departmental leaders to ensure integration of emergency preparedness measures into daily operations.
  • Conduct regular risk assessments and vulnerability analyses to identify potential hazards and mitigate risks.
  • Organize and facilitate training programs and drills for hospital staff to ensure readiness for emergency situations.
  • Provide education on emergency response protocols, including decontamination, evacuation procedures, and incident command system principles.
  • Collaborate with external agencies and community partners to enhance emergency preparedness and response capabilities.
  • Maintain inventories of emergency supplies, equipment, and resources necessary for response and recovery efforts.
  • Coordinate procurement of additional resources as needed to support emergency operations.
  • Establish partnerships with vendors and suppliers to ensure timely availability of essential supplies and services.
  • Manage grants related to emergency preparedness.
  • Serve as a liaison with local emergency management agencies, public health authorities, and other healthcare facilities to coordinate emergency response efforts.
  • Facilitate communication between hospital departments, administration, and external stakeholders during emergencies.
  • Implement communication systems and protocols to disseminate timely and accurate information to staff, patients, and the community.
  • Monitor and evaluate the effectiveness of emergency preparedness plans and procedures through performance metrics and quality improvement initiatives.
  • Ensure compliance with regulatory requirements and accreditation standards related to emergency preparedness and safety.
  • Participate in audits, inspections, and drills to assess and enhance emergency response capabilities.
  • Performs other duties as assigned

KNOWLEDGE and SKILLS
  • Strong Knowledge of emergency management concepts, principles, and philosophies including federal and State of Alaska statutes and regulations regarding Emergency/Disaster Management.
  • Knowledge of federal / state agency emergency management programs, resources and capabilities.
  • Knowledge of National Incident Management System and the Hospital Emergency Incident Command System and how they inter-relate.
  • Knowledge of health care system organization.
  • Knowledge of Alaska geography (locations, climates, geology and place names), cultures, communities, governments and tribal councils.

MINIMUM EDUCATION QUALIFICATION
  • Bachelor's degree in Emergency Management, Public Health, Nursing, or related field . Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-Supervisory – Four (4) years of experience developing and /or presenting emergency preparedness training, implementing plans and facilitating drills and exercises. An equivalent combination of relevant education and/or training may be substituted for experience. Experience developing and presenting education and training program.
MIMINIMUM CERTIFICATION QUALIFICATION
  • A valid Alaska Driver’s License is required.

IS-200.b ICS for Single Resources and Initial Action Incidents
IS-700.a National Incident Management System (NIMS) An Introduction

Within six (6) months of hire, must attain:
  • ICS-300 Intermediate ICS for Expanding Incidents

  • Bachelor’s degree in Emergency Management, Public Health, Nursing, or related field.
PREFERRED EXPERIENCE QUALIFICATION
Seven (7) years of experience developing and /or presenting emergency preparedness training, implementing plans and facilitating drills and exercises. An equivalent combination of relevant education and/or training may be substituted for experience. Experience developing and presenting education and training program. Experience managing grants including writing grant applications, managing grant budgets, compiling required grant reports.
