Alameda County Health Care Services Agency is Hiring an Administrative Specialist (Workforce Development) Near San Leandro, CA

Alameda County Health Care Services Agency’s Human Resources Division is recruiting for a temporary* Administrative Specialist to join our Workforce Development Team.

The Workforce Development Team

The Workforce Development & Planning team is a unit within the Human Resources Division providing professional administrative, programmatic, and organizational functions to promote the implementation of strategic training and workforce development initiatives for the Health Care Services Agency (HCSA) in alignment with our mission and values. The TAP Administrative Specialist II position is an integral member of the team responsible for coordinating and executing the training logistics in the learning management system (LMS).

The POSITION

Learning Management System & User Support

  • Assist users with troubleshooting login credentials, browser, permission issues for accessing the SumTotal learning management system (LMS).
  • Create trainings in the LMS and conduct thorough testing to ensure configuration errors are resolved before launch.
  • Apply SQL concepts to create groups to target training audiences and ensure mandatory compliance assignments are accurately made.
  • Construct notification template with HTML formatting and configure notifications to be deployed to the appropriate recipients at the correct intervals.
  • Apply knowledge of SCORM standards and understanding of various web technologies to support integration of applications with the LMS.
  • Follow up on vendor communications to keep abreast of new LMS features/releases and their impacts to existing and future training activities. Implement necessary adjustments including defining problems, making recommendations, and creating procedures.

Reporting, Documentation, and Special Projects

  • Prepare ad-hoc training reports to track completions and identify non-compliance using Excel and ensure that the correct data is referenced.
  • Prepare job aids to support users with navigating the LMS and document internal standard operating processes.
  • Support the coordination of trainings and facilitation of agencywide trainings by managing enrollments and attendance via Teams and other platforms.
  • Assist with special projects, capacity building initiatives and other duties as needed.
  • Performs other duties as assigned within the classification.

MINIMUM QUALIFICATIONS:

ADMINISTRATIVE ASSISTANT

EDUCATION: Equivalent to completion of two years of college (90 quarter units or 60 semester units) from an accredited college or university; AND,

EXPERIENCE: Equivalent to three years of full-time secretarial or office administrative experience which has included some combination of document review and processing, administrative or financial recordkeeping and/or office management.

ADMINISTRATIVE SPECIALIST II

EDUCATION: Equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work; AND,

(Additional professional or paraprofessional administrative experience may be substituted for the education on a year-for-year basis.)

EXPERIENCE: Equivalent to one year of full-time professional-level experience in planning and conducting administrative, operational and organizational studies and providing varied administrative support.

Desired Experience & Qualifications

  • Experience with one or more learning management systems.
  • Demonstrate problem-solving skills and understanding of how actions in one part of the LMS affects users and the rest of the system.
  • Ability to provide customer service support to users of all levels of technological understanding.
  • Effectively collaborate with stakeholders and partners from other agencies & departments.
