Job summary:
The ESH&Q Manager for Site Operations Services (SOS) will support the day-to-day ESH&Q operations of the NETL at various locations.
The ESH&Q Manager would work alongside other contractors and government employees at DOE laboratories in Pittsburgh, Pennsylvania; Morgantown, West Virginia; and Albany, Oregon; or from home offices. This requirement encompasses various operational and maintenance support necessary to maintain the infrastructure of the facilities including but not limited to Site Management Support; Environment, Safety, and Health (ES&H) Support; Property Support; Grounds Maintenance Support; Janitorial Support; and Mail Room Distribution Support.
The Environmental, Safety Health and Quality Manager (ESH&Q) serves as the contract's subject matter expert on Environmental, Safety Health and Quality programs. The ESH&Q is responsible for compliance with environmental safety laws. He/she works to protect the environment from potentially harmful business practices while also protecting employees from environmental hazards in the area. Akima Facilities Operations is committed to zero injuries in the workplace and the ESH&Q Manager is charged with leading the program in the work environment. He/she promotes all employees have the authority to issue a "stop work" to ensure the safety of people and the environment. This position can be located in Morgantown, WV, Pittsburgh, PA OR Albany, OR.
Responsibilities
Job Responsibilities:
  • The ideal candidate will be responsible for identifying, analyzing and controlling occupational hazards and promoting worksite and/or product safety by applying knowledge of industrial process, mechanics, psychology, physiology and industrial health ad safety laws.
  • Develop, implement, and maintain a comprehensive Integrated Safety and Health Management Program which shall include all activities necessary to ensure the health and safety of the work force and the public and shall meet the requirements of DOE Orders, American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values, and federal, state, and local codes.
  • Program elements include safety and health inspections; hazard identification analysis and abatement; accident
  • investigations; records maintenance; industrial hygiene; and coordination of all programs addressing safety and health activities.
  • Develop, implement, and maintain a comprehensive Quality Assurance Program, which shall include all activities necessary to ensure that risks and environmental impacts are minimized, and that safety, reliability, performance, and mission are accomplished through the application of management systems commensurate with the risks posed by the facilities and their operation.
  • Advising on safety requirements
  • Designing protective equipment and/or safety devices
  • Redesigning controls to eliminate occupational hazards.
  • Developing standards which set tolerances, stress ratios, strength of materials and other related engineering requirements.
  • Reviewing proposed occupational safety policies, guidelines and standards to determine their consistency with accepted engineering principles and practices, and recommending technical changes as needed.
  • ESH&Q will conduct safety inspections of work areas, observe work in progress for safety compliance, and ensure proper use of PPE.
  • ESH&Q will enforce OSHA and company safety policies and standards.
  • Provides NETL project management team with guidance on environment, health, safety, and quality and confirms project site fulfills industry, local, state, and federal guidelines and regulations.
  • Collaborates with management to develop an Emergency Action Plan and serve as primary contact for project site injury and incident notification, investigation, and case management.
  • Maintains a written log of safety inspection activities, reports, and correspondence. Guarantees that all work is performed in accordance with approved manuals, internal policies and procedures, contract documents, and good engineering practices.
  • Conduct regularly scheduled safety training awareness sessions pertinent to the tasks being performed
  • Develops lessons plans, scenarios and exercises to train managers, supervisors and employees in ESH principles
  • Promotes a safety culture built on listening to our employees and having transparent communications with our customer
  • Meets with department managers to determine whether the area is in compliance
  • Assists in the hiring of supervisors and employees to include job fairs, interviewing candidates and supporting the Akima hiring process
  • Participates in team meetings and provides regular on-site project presence
Qualifications
Minimum Qualification:
  • Bachelor's degree in an ES&H or ES&H-related field (e.g., safety, environmental science, engineering, chemistry, biology or other science-related field) and at least 10 years of position-related experience.
  • Strong personal leadership, management, and organization skills as well as the ability to integrate and harmonize diversified functions to provide overall efficient and effective contract operations.
  • Excellent interpersonal and communication skills
  • Exemplary attention to detail
  • Maintains sensitivity to, and report on, instances of fraud, waste, and abuse.
  • Proficient at the suite of MS Office (MS Word, Excel, PowerPoint, Sharepoint)
  • Must be able to make presentations to employees at all levels. Must be able to write cohesive and comprehensive documentation.
Preferred Qualifications:
  • Master's degree in an ES&H or ES&H- related field. At least fifteen (15) years of position-related experience.
  • Certified Safety Professional (CSP)
