Overview

Overall Position Summary and Objectives: 

Under this task order, the contractor will independently provide supportservices to satisfy the overall operational objectives of the NationalInstitute of Allergy and Infectious Diseases. The primary objective is topro-vide services and deliverables through performance of supportservices.

Statement of Work Details: 

  • Provides laboratory experience needed to order, maintain and sterilize commonly used laboratory supplies.
    • Draws blood by venipuncture, skin puncture or arterial collection for medical tests and blood donations.
    • Draw patient blood for requested tests, using needles, fingers sticks or other means, label blood sample correctly; match specimens to patients. 1
    • Prepare blood samples for transport to laboratory of testing.
    • Maintain Chain of Custody sheets, maintain sample submission forms.
    • Correct and log discrepancies/clarification pertaining to sample collections and impart changes to policies to prevent future errors.
    • Perform QC testing and maintain log on products used for procedures.
    • Conduct interviews and verify patient records.
    • Note blood collection information in patient records, as required. Identify patients by reviewing identity documents, including ID, medical records or other means.
    • Perform and Document pregnancy tests on volunteers prior to vaccination as per protocols and clinician instruction.
  • Prepares instruments, linens and other necessary lab equipment for use and decontaminates biohazardous waste.
    • Decontaminate biohazardous trash according to established procedures. 
  • Maintains and cleans laboratory.
    • Assist with cleaning, organizing and other administrative tasks.
    • Dispose of contaminated and biohazardous materials in accordance with laws, regulations, and procedures.
    • Ensure the Phlebotomy Lab maintains GCP and NIH CC guidelines. 2
    • Promptly identify, remove, report and dispose of outdated and/or contaminated supplies to NIH, to JCHCO and Environmental Audits.
    • Develops and maintains detailed inventories of phlebotomy materials and supplies needed to carry out the requiredprotocols in the clinic.
  • Collects receiving and packing slips and tracks supply orders.
    • Maintain inventory and keep record of item usage for future orders of supplies.
  • Learns and performs basic techniques and procedures.
    • Coordinate with facility manager in many day-to-day activities.
  • Operates commonly used equipment, inspects for proper operation and performs minor maintenance; update staff on equipment problems and update staff on any and all issues and requirements.
    • Ensure proper operation and daily maintenance of all equipment.
  • Collects and prepares samples for use.
    • Maintain inventory system and sample storage according to outlined guidelines.
    • Inform staff of product recalls or Clinical Center changes in product manufacturers or product availability.
    • Coordinate laboratory supplies needed for completion of required protocol timepoints; monitor supply chain issues that may impact current clinical protocols. 4
    • Verify inventory of supplies needed from sources outside the Clinical Center. Ensure the required quantity of supplies and materials to optimize production, monitor expiration dates and availability of supplies. Monitor stock to ensure it is being utilized within the proper time limitations. Replenish medical supplies for phlebotomy area and exam room and sure expired supplies are disposed of properly.
  • Assists research and laboratory staff prepare for and conduct experiments.
    • Assist researchers and staff plan and document experiment plans and procedures.

  • Take vital signs.
    • Perform and document pregnancy tests on volunteers prior to vaccination as per protocols and clinician instruction.

Responsibilities

Deliverables: 

  • Work products and documents related to performing phlebotomy and other procedures; collecting specimens from study participants; generating numeric tracking labels for samples prior to submitting samples; ensuring that sample volumes collected are within protocol rules and NIH policies; verify GCP and NIH CC guidelines are followed within the Phlebotomy Lab.
  • Work products and documents related to preparing subject sample collection tubes daily/weekly per protocols for all visits; process specimens collected from study participants and distributes to appropriate lab for processing; ensure that sample information is accurate. 
  • Work products and documents related to maintaining Chain of Custody Sheets, maintaining Sample Submission Forms; coordinate the retrieval of samples from the laboratory storage facility; perform quality control tests and maintain log on products used for procedures; assist research participants with prescribed interventions as directed by the Clinical Research Nurse; organize research information for clinical projects as per investigator request; monitor stock to ensure it is being utilized within the proper time limitations; replenish medical supplies for phlebotomy area and exam room. 
  • Work products and documents related to performing data entry in electronic databases; utilize automated equipment and devices safely; reinforce policies and procedures to research participants in conjunction with the clinical nurse teaching; participate in protocol training sessions; perform reminder phone calls to study volunteers. 
  • Work products and documents related to performing telephone reminder calls to clinic volunteers; perform apheresis scheduling; provide one in-service per year; participate in clinic meetings; check and respond to emails; give insights and recommendations to improve performance. 

Qualifications

Certifications and Licenses: 

  • CPR Certification (Healthcare Provider) 
  • Phlebotomist Certification 
  • Patient Care Technician or Nusing Aid Certification 

Field of Study: 

  • Less than a Bachelor's Degree
