Air National Guard Units is Hiring a BASE SERVICES MANAGER (TITLE 32) Near Springfield, IL

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a BASE SERVICES MANAGER (TITLE 32), Position Description Number D2042000 and is part of the IL 183 WG, National Guard.

Qualifications:

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.



Military Grades: Min Rank MSgt, Max Rank SMSgt.

GENERAL EXPERIENCE: MUST possess the experience, education, or training which provide a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems.


SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess the experience, education, or training, at least 12 months at the GS-09 level, in managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As a BASE SERVICES MANAGER (TITLE 32),GS-0301-11, you will serve as supervisor and primary point-of-contact for Services-related programs, missions, functions, activities, and events for the wing and its assigned Geographically Separated Units (GSU).

Major Duties - This is NOT an all-inclusive list:
  • Ensure Services combat readiness is achieved through the analysis, supervision, development, and implementation of Base Services programs, missions, functions, activities, and events.
  • Develop, publish, and/or supervise accomplishment of tactical/strategic training plans and operating instructions to optimize readiness posture in changing combat environment.
  • Formulate, draft, publish, update, and employ plans, policies, and operating instructions for Prime RIBS administration to improve or sustain operational efficiency.
  • Ensure all critical Services support is included in these plans and the RIBS team is either capable of meeting the tasked level of services (i.e., has adequately trained personnel, equipment, and supplies) and/or identifies limiting factors to the squadron commander.
  • Perform evaluation of unit manning document (UMD) and flight force structure to ensure personnel resources are identified, recruited, filled, retained, and employed.
  • Compile, evaluate, and brief readiness, training, and operations tempo information to include limiting factors.
  • Plan requirements for unit training assemblies, annual training exercises, deployments, and humanitarian support missions.
  • Plan, coordinate, monitor, and document Services training activities for Unit Training Assemblies (UTAs) and annual training (AT) periods.
  • Plan and program unit deployments to include manpower, transportation, deployment dates, facilities, communications, equipment, vehicles, formal training quotas, and grade waivers.
  • Prepare, manage, and maintain a comprehensive annual budget and related contracts for Services training, equipment, and supplies, as well as official travel within the Operations and Maintenance (O&M) and Military Personnel (MILPERS) appropriations.
  • Coordinate purchase requests, statements of work, and bid solicitations with Contracting Office and maintains related program documentation, continuity binder, and operating instructions.
  • Maintain files for Private Organizations and ensures financial statements, documents, records, and procedures comply with Air Force Instructions/Regulations.
  • Provides financial data annually to MAJCOM and HQ AFSVA/SVFAF.
  • Manage the Unit Welfare Funds (UWF) and ensures disbursements, accounting, and auditing procedures are accomplished in accordance with established policies.
