JOB POSITION DESCRIPTION

JOB TITLE: Community Action Program Manager

RESPONSIBLE TO: Chief Program Officer


JOB SUMMARY:

The Community Action Program Manager is responsible for overseeing and managing the Community Services Block Grant (CSBG) program and related initiatives aimed at reducing poverty in the local community. This position ensures compliance with CSBG regulations and guiding principles while developing and implementing effective strategies to address the causes and conditions of poverty.


Program Management & Compliance:

  • Oversee the administration and implementation of the CSBG program in alignment with federal and state regulations, agency policies, and Community Action principles.
  • Ensure program activities and services adhere to CSBG performance standards and outcome measures.
  • Develop and maintain comprehensive program plans, policies, procedures, and reporting systems.
  • Monitor program expenditures and ensure fiscal accountability in accordance with grant requirements.
  • Conduct community needs assessments, establish strategic priorities, and develop programs/services accordingly.


Partnership & Community Engagement:

  • Build and maintain collaborative partnerships with community organizations, local governments, and stakeholders.
  • Develop and manage contracts/agreements with partner agencies for service delivery within the CSBG framework.
  • Represent the agency in community meetings, coalitions, and networks focused on poverty alleviation.
  • Promote community engagement and solicit input from low-income residents in program planning and implementation.


Homeless Prevention & Support Services:

  • Oversee the agency's homeless prevention programs and services funded through CSBG and other sources.
  • Ensure comprehensive support services are provided, including case management, financial assistance, and referrals.
  • Collaborate with local service providers to address homelessness in the community.
  • Identify and address systemic barriers and gaps in services related to housing instability.

Personnel Management:

  • Recruit, train, supervise, and evaluate program staff and volunteers.
  • Foster a productive and positive work environment that encourages professional growth.
  • Provide guidance, coaching, and support to team members in achieving program goals.


Advocacy & Community Impact:

  • Advocate for policies and initiatives that promote self-sufficiency and economic stability for low-income individuals and families.
  • Identify systemic issues contributing to poverty and develop strategies to address root causes.
  • Measure and report on the program's community impact using quantitative and qualitative data.
  • Ensure alignment with the Agency's mission and the guiding principles of Community Action focused on ending poverty.


Qualifications:

  • Bachelor's degree in Social Work, Public Administration, or a related field;
  • Master's degree preferred.
  • Minimum of 5 years of experience in non-profit program management, community development, or social services.
  • Comprehensive knowledge of CSBG regulations, performance standards, and reporting requirements.
  • Strong leadership, strategic planning, and organizational skills.
  • Excellent verbal and written communication abilities.
  • Proficient in data analysis, budgeting, and grant management.
  • Commitment to empowering low-income communities and promoting economic self-sufficiency.
  • Familiarity with local/regional service providers, resources, and partnerships.
