Addiction Services and Supports, Office of is Hiring an Addictions Program Specialist 1 (ATAR - Housing) HELPS Near New York, NY

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Contingent permanent qualifications:
Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment through NYS HELPS Program:
Either 1. a bachelor's degree AND two years of professional clinical (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;
Or 2. a master's degree AND one year of professional clinical (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Professional clinical experience involves the provision of professional level care, treatment, or instruction to individuals with a primary diagnosis of substance use disorders in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physicians' assistant.
Professional administrative experience primarily involves experience performing one or more of the following:
o development/management of a treatment program or prevention services;
o review and monitoring of program operations for regulatory compliance;
o development of program budget and/or review of provider expenditures;
o planning, developing, oversight, coordination, or operation of programs.

Duties Description
The Addictions Program Specialist 1 in the Division of Addiction, Treatment, and Recovery, Bureau of Housing will manage a “housing portfolio” consisting of at least eight contracts overseeing PSH housing in NYC and perform the following duties:
  • Conduct annual site visits to housing providers and ensure visit findings are accurately documented in reports issued to providers.
  • Assist with planning and conducting provider meetings.
  • Participate in grant development and review of proposals for OASAS and other State agencies.
  • Attend regional HUD/CoC meetings.
  • Participate in the development and review of procurements that address the housing needs of homeless individuals and families.
  • Assist in the development, implementation, promotion, and evaluation of new housing-related initiatives and activities.
  • Assist in the ongoing development, refinement, and implementation of Housing Bureau policies and procedures.
  • Assist in the development of manuals for providers regarding programs, including procedures, expectation, and required forms.
  • Assist in the development and maintenance of internal systems to track the progress of housing projects and ensure compliance with federal HUD guidelines and OASAS regulations.
  • Assist with special projects as needed.
  • Represent the Bureau Director in meetings and workshops as requested.

Salary Range:
Grade 18: $63,108 - $80,248
Trainee 1: $47,925 - $61,330
Trainee 2: $50,678 - $64,693
(some appointees will serve a 2-year traineeship leading to a Grade 18)
