What Success Looks Like In This Job

Manages one of the Public Assistance Sections of the Adams County Human Services Department and ensures successful completion of the Section's goals and objectives. Responsible, along with the other Community Support Managers, for the timely and accurate administering of Adams County's public assistance programs, including: Food Assistance, Medicaid, TANF/Colorado Works, and Adult Financial Programs such as Old Age Pension and Aid to the Needy Disabled.

Examples of Duties for Success

  • Ensures that the assigned Public Assistance Section processes all active public assistance cases, including: Food Assistance, Medicaid, TANF/Colorado Works, and Adult Financial Programs in a timely and accurate manner.
  • Works in partnership with the Division Director and other Section managers to implement the current and any new business models, making adjustments as needed, to ensure that the work flows and processes work efficiently and effectively.
  • Establishes goals and objectives for the assigned Section, as well as qualitative and quantitative outcome measures, that align with state and federal regulations and standards.
  • Works with unit supervisors to establish and implement action plans and evaluates and monitors workloads and the performance of the assigned Section.
  • Evaluates performance standards against the Section, Division and Department mission and objectives, as well as ensuring that state and federal requirements are met.
  • Is responsible for the efficient and effective operation of the assigned Section. Organizes the workflow within the assigned Section, mindful of how the Section's work impacts and is impacted by the work of other Sections.
  • Directs program operations and coordinates work activities of the assigned Section to effectively interact with other Eligibility Sections, the Finance Department, IT, Investigations and Recovery, Child Support Enforcement, Child Welfare, and Adams Works.
  • Establishes and oversees the annual budget for the assigned Section, working in collaboration with the Division Director and Budget Director to establish the assigned Section's annual budget. Monitors program expenditures and ensures that they are in alignment with the approved budget. Establishes procedures to ensure expenditure conformity with federal, state, and departmental guidelines.
  • Directs the operation of the assigned Section in compliance with Departmental and County policies and procedures, as well as with State and Federal standards and regulations. Develops processes and procedures for the assigned Section as appropriate. Works with unit supervisors and section staff to provide input on county, state, and federal rules and regulations, policies, procedures, and program objectives, both orally and in writing.
  • Develops new and innovative ways to conduct program operations.
  • Examines automated system functions and makes recommendations for improvements and/or applications of new technologies to streamline program activities and make them more efficient.
  • Gathers client and stakeholder input through surveys and other means to identify weaknesses and suggestions for improvement. Presents recommendations to the Division Director for analysis, approval, and implementations.
  • Participates in Division and Department Management and Leadership Teams.
  • Serves on Department and State committees, as well as other external committees.
  • Promotes and plans staff development training for the assigned Section, including being responsible for the leadership development of unit supervisors.
  • Develops individual performance plans and appraises performance of all unit supervisors against established standards of performance.
  • Performs other related duties and responsibilities as required.

Qualifications for Success

  • Knowledge of the functioning of various public assistance programs including Food Assistance, Medicaid, TANF/Colorado Works, and adult financial programs such as Old Age Pension and Aid to the Needy Disabled. This includes knowledge of rules, regulations, and laws relative to these programs.
  • Knowledge of the principles and theory of supervision, leadership and management, as well as principles of human behavior and principles of modern casework and case management.
  • Knowledge of management principles and basic statistics.
  • Skill in goal setting and the ability to lead others in achieving defined goals.
  • Ability to develop work processes and systems, work with others to implement those systems and processes, and to make adjustments, as needed, to those systems and processes.
  • Skill in conducting problem identification, developing a range of solutions, and deciding on a course of action.
  • Skill in interpreting laws, rules, and regulations.
  • Ability to develop systems for getting work accomplished.
  • Ability to interpret complex rules and apply them to different situations.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

  • Experience: Minimum of six (6) years of experience in the supervision or management of a program appropriate to the position, including experience in the supervision and management of professional staff.
  • Education and Training:
    • A Bachelor's Degree in one of the Social Sciences, Human Services, Social Work or Public Administration.
    • A Master's Degree is preferred.
    • In lieu of a degree, a minimum of four (4) additional years of experience in a Human Services or Social Services field, including supervision and management experience, may be considered.
  • License or Certificate: None.
  • Background Check: Must pass a criminal background check
