General Job Description

Responsible for managing the day-to-day operations to ensure the standards of the contract are met in a cost effective, safe, and efficient manner. Prepare and implement asset management and maintenance programs in accordance with approved operating guidelines and budget. Responsibilities include project management strategy, team building, and other key contractual strategies. Identifies initiates and directs problem-solving contingency planning.

Management of the administration of the contract including supervision and coordination of the delivery of financial, budgetary and administrative services Planning, coordination and

management of human and capital resources in order to meet key performance indicators and financial objectives. Manage response to critical issues relating to the delivery per standards and conditions specified in the contract. In collaboration with the project management team, coordinate the development implementation and evaluation of a services business plan consistent with the identified needs of the client and contract. Maintain effective lines of communication within the project and management.

Project Description

595 O&M Company, LLC, a wholly owned subsidiary of ACSID. 595 O&M is responsible to perform all maintenance and renewal work for the I-595 interstate system until 2044. I-595 is Broward County’s major east-west thoroughfare used by residents and visitors to get to work, shops, entertainment venues, the airport, Port Everglades, and the beaches. The I-595 consists of three at-grade reversible express toll lanes known as 595 Express, serving express traffic to/from its direct connection with I-75/Sawgrass in the west to I-95 and Florida’s Turnpike in between. The Project is a public-private partnership (P3) between FDOT and I-595 Express, LLC (the “Concessionaire”) The Concessionaire has contracted with 595 O&M, for a period of 20 years, to perform all maintenance for the assigned facilities including work associated with Roadway, Structures, Drainage, Roadside, Vegetation and Aesthetics, Traffic Services, Incident Management, Road Rangers, Traffic Management Cetner Operations, and all related Intelligent Traffic Systems (ITS).

Essential Functions

• Provide structure, support, administrative systems, and methodologies to meet contract obligations in relation to quality, safety, contractor agreements, procurement, cost control, scheduling and estimating management processes and procedures.

• Proactively respond to issues that impact on contract requirements and facilitate solutions in timely manner; share methodologies that will bring about improvements systemically.

• Organize, direct, manage and coordinate the O&M team members to build teamwork and ensure high performance. Provides leadership and pro-active management and direction for a cohesive and sustainable team environment. Drives the company values and ensures the values are incorporated into the development, management and performance of the team. Seeks to develop employees professionally to include safety, quality, customer service and general business proficiency.

• Comply with Company Risk Management, Quality Assurance and Safety programs, policies, systems and procedures including federal, state and local legislations and statutory.

• Establish and maintain effective relations with, subcontractors and suppliers.

• Oversee planning, estimating, procurement, and financial responsibilities to optimize cost/benefit.

• Monitor financial performance, conduct financial analysis and prepare performance information and recommendations for incorporation into the periodic reports to management.

• Monitor contract and project compliance with the company’s policies and procedures in relation to legal, financial, safety and administration matters.

• Provide input into the development, review, negotiation and implementation of subcontractor and supplier agreements in order to gain the best possible return for the contract.

• Establish and report appropriate metrics for measuring contract performance.

• Responsible for the overall safety of all project personnel. Promotes a positive safety culture in the work place through personal example and by requiring full compliance of all safety policies and procedures.

• Develops a customer service culture throughout the project. Effectively resolves problems and concerns of the client.

• Monitors construction activities to ensure that goals or objectives of the project are accomplished, to include O&M Manual development, pre-operational design review, planning, and facility/system acceptance following construction.

• Interfaces with designers, manages regulatory and Fire/Life/Safety approval process

Knowledge, Skills, Abilities

Advanced knowledge of asset management and road maintenance, repair, and/or construction. Must be able to adapt to a constantly changing environment. Must be able to negotiate, coordinate and plan effectively. The incumbent must possess strong problem solving and communication skills. A well organized, self-directed individual with the ability to provide strong leadership. Possess the ability to manage and organize multiple priorities, maintain a significant customer focus and positive customer service attitude. Proficient computer skills (including proficiency in the Microsoft Office Suite and Microsoft Project environment).

This position requires a highly developed sense of safety awareness and perceptive ability. Must have the ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident. Must be able to communicate with co-workers’ safety instructions. Must be able to think clearly and focus on your safety in your immediate surroundings, while using tools and equipment, while driving or operating equipment. Will be required to wear Personal Protective Equipment (PPE) appropriate to your job. As a Manager, you are required to lead by example; encourage co-workers and supervised employees to correctly use

PPE; follow proper safety rules of conduct, take appropriate corrective actions, including the initiation of disciplinary action to enforce the use and observance of PPE and safety rules within your area of supervised responsibility.

Education

B.S. Civil Engineering or related technical degree

Work Experience: minimum of 5 years of facility/roadway experience on major projects including modernization or new construction; previous management/supervisory experience highly desired

Certifications and Licenses: Valid driver’s license and acceptable driving record (Required)

DOT certifications in concrete, asphalt, soils and compaction, inspection (Highly Desirable)

OHSA Certification

MOT Training Certification
