SUMMARY
The Recruitment and Benefits Coordinator is an administrative position that that seeks to attract talent and retain talent and is the main point of contact and administrator for the organizations benefits program.

The Recruitment and Benefits Coordinator will be responsible for seeking new ways to attract talent (i.e. job fairs, college outreach) for staff positions, volunteer opportunities and internship opportunities, posting jobs to our website via Abilis’s HRIS, conducting pre-screening interviews, organization-wide HR policies, compliance with federal, state, and local employment and other regulations. They will be part of a team seeking to continually improve services and improve efficiencies. They will work closely with the Human Resources Director and Chief Operating Officer in supporting system wide programs.

RESPONSIBILITIES:

Recruitment

  • Recommend and establish guidelines, practices and procedures for the HRIS recruitment module that are aligned with policies and practices of Abilis and improve recruitment efforts.
  • Implement recruitment strategies to achieve required staffing levels. Utilize online recruiting websites creating a strong Abilis presence. Use traditional and nontraditional resources, such as career fairs, online job fairs, community network events etc., to identify and attract quality candidates.
  • As defined by Abilis’ Strategic Plan implement Friends of Abilis Program with broad reach to corporations thereby using volunteers for open positions.
  • Develop and maintain professional relationships with colleges as a source to generate qualified applicants for open positions and also implement an intern program.
  • Maintain uniform job descriptions for the organization both internally and on our shared network and HRIS.
  • Submits job requisitions

Benefits

  • Primary advisor to employees
  • Administer health and welfare plans, including enrollments and terminations as well as

claims resolution, change reporting or waivers.

  • Oversee and manage Annual “Open Enrollment” efforts which should include continual

improvement in employee trainings, hosting vendor fairs and managing open enrollment

communications, schedules and deadlines, including the annual HRIS setup for open enrollment for each new plan year.

  • Responsible for administration of COBRA, FSA and HRA/HSA information from third

party administrators. Keep up to date with and comply with the applicable laws

governing these programs.

  • Coordinate key health and wellness initiatives/projects as they are developed (i.e. health

fairs and screenings, special events, etc.)

  • Complete thorough monthly reviews of all invoices to ensure alignment with payroll

system and to ensure it is reflective of employee’s enrollment. Communicate with

employees to resolve any discrepancies. Work with broker, carriers or payroll company

to resolve any discrepancies.

  • Monitor 401K retirement program including ensuring employee have access and solid

understanding of the program. Monitor beneficiaries on record and follow up with

employees regularly to achieve 100% completion. Promote retirement program to all

new and current employees. Host vendor trainings and in-person and phone-based

assistance for enrollment.

  • Review and improve communications regarding employee benefits. Seek to find ways to

ensure all employees know all benefits that they have access to including EAP, discount

programs, etc.

  • Process, on a timely basis, all DOL unemployment correspondence including responding

to all appeals in a timely manner. Follow through and timely payments of monthly

invoices. Thorough review of all claims for accuracy.

  • Support benefits administration including 401K plan inquiries, responding to employee inquiries, reviewing and approving FMLA, approving qualifying events, assisting with regular and annual enrollment, employee access issues, qualifying events and other requests.
  • Review Worker's Compensation and STD/LTD leaves and communicate with employees, provide and assist employees with required forms, and evaluate and approve any requests for leaves on a timely basis. Provide information regarding employee leaves to managers within HIPAA guidelines.
  • Ensure Abilis is compliant with all regulations governing employee leaves, COBRA administration, OSHA, etc. Keep up to date with and comply with the applicable laws governing these programs.
  • Coordinate key health and wellness initiatives/projects as they are developed (i.e. health fairs and screenings, special events, etc.)
  • Reviews and processes Department of Labor Unemployment invoices and claims, manage timely responses, coordinates appeal and referee hearings with the Employee Relations Manager.
  • Paycom data integrity, audits and attention to detail critical.

Policy and Regulatory Compliance

  • Responsible for ensuring all regulatory filings are completed in a timely manner.
  • Coordinate with colleagues as needed to prepare filings.
  • Review annually and recommend changes for HR related policies

Administrative

  • Processes personnel action forms to initiate leave status changes, or issue benefit related payments.
  • Works as a team with HR Director, Accounting and Finance on any payroll and / or budget related transactions.

Other

  • Implement new employee recognition programs as defined by the Strategic Plan
  • Identify turnover trends and develop effective employee retention strategies
  • Recommend new approaches, policies and procedures to continually improve efficiency of the department and services performed
  • Maintain a current knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance
  • Collaborate with HR Manager, HR Director and COO on identification of improvements in offerings, programs, etc.

Qualifications

  • Bachelor degree required
  • A minimum of 2 years of HR experience that includes recruiting, onboarding or benefits
  • Experience working for a nonprofit organization preferred
  • Knowledge of employment laws and practices
  • Strong team player with a willingness to participate and help others
  • Ability to build rapport with employees and clients
  • Good sense of judgment and decision making
  • High sense of urgency and attention to detail
  • Demonstrates thoroughness and strong ownership of work
  • Excellent written and verbal communication skills
