We are seeking a Contract Specialist to join our team and perform various duties, including negotiating terms and conditions, preparing contracts and evaluating bids for our organization. This position is established to perform a variety of functions related to the procurement of supplies and services, ranging from Simplified Acquisitions to more complex multi-million- dollar negotiated acquisitions.

Responsibilities:

• Mastery of Federal and Departmental procurement regulation; Comptroller General and Board of Contract Appeal decisions, OMB Directives, Executive Orders, and other outside directives and court decisions, which affect the procurement process sufficient to determine the applicability of all if the above to individual procurement problems.
• Expert knowledge of Federal contracting law, regulation, policies and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.
• Knowledge of the regulations and techniques of source selection sufficient to conduct a selection.
• Skilled in promoting e-commerce, and supporting the use of automated acquisition systems, contractor performance evaluation systems, electronic invoicing systems, and other electronic systems facilitating the agency's move to paperless contracting.
• Minimum of a bachelor’s degree (Masters or Law Degree preferred)
• 5 years of operational experience in Federal Contracting
• Ability to communicate effectively both orally and in writing, understand complex issues, maintain good working relations, and meet basic professional performance standards.
• Ability to interpret, evaluate, and summarize complex issues.
• Knowledgeable experience in pre-award and post award administration of federal financial assistance grants and cooperative agreements.
• Proficient knowledgeable knowledge of Federal Acquisition Regulations (FAR); and other federal regulations, policies, and procedures.
• Proficient knowledgeable skill in researching federal regulations and audit principles methods and analyzing audit findings.
• Ability to plan and organize work independently.
• Provide support to MAR-380 staff
• Provide input on operational improvements, program policies, procedures, and internal controls.

Experience/Qualifications:

• Years of Experience: Minimum of five (5) years in Federal Contract
• Experienced in awarding a range of contract types using various vehicles including GSA schedules.
• Education: Minimum of Bachelor’s Degree
• Must be well versed on the Federal Acquisition Regulations, specifically the FAR Part 8, 12, 13, 15 and 19.
• Possess strong analytical and writing skills with attention to details.
• Experience using PRISM is desirable.
• FAC-C Level III or DAWIA Level III

Highly desirable for the individual to have one of the following certifications:

• National Contract Management Association (NCMA)
• Certified Federal Contracts Manager (CFCM)
• Professional Contracts Manager (CPCM)
