Title:  Communications Specialist

Client:  CDC

Location: Remote ( 100%)

Clearance:  Ability to Obtain Public Trust

The purpose of this requirement is to provide the Office of Information Services (OIS), National Center for Health Statistics (NCHS), Deputy Director for Public Health Science and Surveillance (DDPHSS), Centers for Disease Control and Prevention (CDC) with Communications, Marketing, and Dissemination Services that support the NCHS Public Inquiries Program, and marketing and dissemination activities. 

 The contractor shall provide services that support OIS’ centrally administered communications, marketing and dissemination activities that help the organization meet goals and objectives of improving the health and well-being of the American people by providing the timely release of health data and statistics in various formats. This is a critical function of OIS, and this requirement fulfills an existing Government need

  • The contractor shall respond to general, non-technical requests for information and assistance. Provides information and assistance to diverse audiences on NCHS health data and statistics, publications, products and services that demonstrates organizational awareness and knowledge of types of health data produced by NCHS. 
  • Responses to more technical and complex inquiries are routed to NCHS Program Staff Subject Matter Experts (SMEs), Health Communication Specialists, and the CDC-INFO Project Leader for NCHS. The contractor shall coordinate staff input to provide a response to the inquirer. Works closely with SMEs and others to ensure responses are clear, accurate, complete. 
  • Records and tracks inquiries to ensure a timely response from NCHS. Closes out inquiries escalated to NCHS for response from CDC-INFO after NCHS has provided a response to the inquirer. 
  • Keeps the CDC-INFO Project Leader for NCHS informed on current and anticipated problems, issues, and areas of concern that may affect the timeliness and/or quality of NCHS’ response. Contractor shall bring to the immediate attention of the CDC-INFO Project Leader for NCHS all complaints for resolution.
  • Contractor shall assist with the review and evaluation of the quality of responses provided by CDC-INFO. Reviews and quality checks responses from CDC-INFO agents to inquirers. Identifies and reports to the CDC- INFO Project Leader for NCHS inquiries where responses do not answer inquirer’s request. Under direction returns those inquiries and inquiries that are improperly escalated to NCHS for response to CDC-INFO with helpful information overlooked by agents such as A-Z list, URLs and Prepared Responses. 
  • Ensures that communication is consistent with NCHS’ vision, mission, and core values. 
  • Updates and maintains internal NCHS Excel and SharePoint databases for tracking inquiries escalated from CDC-INFO and answered by NCHS. Databases shall also contain inquiries received through other channels of communication including direct mail and email sent directly to NCHS and from internal customers. 
  • Prepares reports on the NCHS Public Inquiries Program and assists in the presentation of those reports. 

  • The contractor shall assist in the evaluation of public inquiries. Works in partnership with the CDC-INFO Project Leader for NCHS to develop evaluation strategies and processes to track and analyze inquiry trends and changes. Assists in reporting the results of research to stakeholders in formal and informal presentations and documents. Reports may require development and inclusion of graphs and charts, and one-page summary fact sheets. Creates templates for reports and presentations utilizing NCHS stock photography subscriptions to enhance content. 
  • Performs continuous analysis of the types of requests received. Identifies current trends for information by topic and makes recommendations for monthly social media posts. 
  • Contractor shall update and maintain the NCHS Public Inquiries Program Contact list for Subject Matter Experts (SMEs). This list is used to triage public inquiries escalated to NCHS for response from CDC’s National Contact Center (CDC-INFO). Updates are required whenever a point of contact is changed. Ensures updated copies are available to Health Communication Specialists in the OIS Shared Network folder. 
  • Works closely with the CDC-INFO Project Leader for NCHS to develop communication tools that will better serve the NCHS Public Inquiries Program. Contractor shall assist in the review, edit, and update of program content material for resource tools utilized by CDC’s National Contact Center (CDC-INFO) agents; for example, A-Z index, Prepared Responses (PRs), and training curricula. Works in concert with the CDC-INFO Project Leader for NCHS, CDC-INFO’s CDC-based staff, and NCHS Program Staff Subject Matter Experts (SMEs). 
  • Assists with writing and developing information for standard operating procedures; content for the OIS NCHS Public Inquiries web page; content for pre-recorded and live training events; and other job aides for CDC-INFO agents. 
  • CDC-INFO Publications Administrative Tool (PAT) warehouse inventory maintenance. Reviews NCHS holdings to ensure all standards set by CDC-INFO Project Leader for NCHS are applied. Quality checks data fields to ensure that they are complete and publication PDF URL, and image thumbnail URL are uploaded. Where applicable applies standards for report naming conventions to titles. 
  • Fulfills publication and information product requests manually or by placing orders through the internal online CDC-INFO Publications Administrative Tool (warehouse). Generates reports from the CDC-INFO Publications Administrative Tool (warehouse) as needed. Section 11 – Reference Materials - CDC-INFO On Demand Publications 
  • Attends free NCHS/CDC onsite and virtual seminars and webinars that highlight the newest data releases and other meetings identified by Technical Monitor such as the Board of Scientific Counselors (BSC) and the National Committee on Vital and Health Statistics (NCVHS) that discuss scientific and technical program goals and objectives, strategies, and priorities of the NCHS. Section 11 – Reference Materials – Partnerships and Collaboration 
  • Contractor shall regularly attend status meetings with Technical Monitor, IDS Weekly Team meetings, monthly OIS Division meetings, NCHS Director’s All-Hands meetings, and Quarterly CDC-INFO Stakeholder meetings. 

Qualifications:

  • Bachelor’s Degree in Business, Management, Communications, or related field.
  • Minimum of 5 years of technical writing experience.
  • Mastery of the English language, including grammar, structure, punctuation, and spelling.
  • Demonstrated ability to work and communicate effectively with stakeholders to document processes and workflows.
  • Demonstrated ability to swiftly grasp and effectively communicate complex technical concepts into SOPs, workflows, and processes.
  • Proven editing and proofreading skills.
  • Strong time management skills and the ability to manage multiple writing assignments simultaneously.
  • Advanced proficiency in the use of MS Office Suites.
