A.SUMMARY STATEMENT:

Under the direct supervision of the Health Intervention Program Coordinator, the Outreach Health Educator conducts harm reduction outreach education, group and individual services to persons at high-risk to reduce the transmission of HIV/AIDS, viral hepatitis, Monkeypox, and related

B. DUTIES AND RESPONSIBILITIES (100%)

a. Conduct street outreach to active substance users who are at high risk for HIV/AIDS & viral hepatitis.

b. Perform group/individual counseling sessions to access clients needs.

c. Provide clients with current accurate health information.

d. Assist in project data collection, evaluation activities, and required reporting. Complete all required documentation accurately, in a timely manner, and thoroughly in accordance with departmental standards and program/grant requirements.

e. Maintain accurate and complete field notes and logs including number and type of contacts made, demographic information about the client, materials distributed, health education or group sessions conducted and number of participants in a timely manner.

f. Distribute and provide access to clean syringes in street-based and clinic-based settings

g. Provide clients with supportive services i.e., HIV testing, STI & HEP C screening and linkage to care for all persons who test positive, referrals to SUD treatments, housing, medical and mental health, transportation etc.

h. Facilitate an evidence-based curriculum “Safety Counts” incorporating various learning techniques and formats (i.e., group discussion, lectures, role-play, etc.). Review and assist in determining the linguistic and cultural appropriateness of materials, teaching aids, activities, methods, strategies, programs, etc. Review the efficacy of materials and programs, and provide positive, action-oriented feedback.

i. Provide Overdose Recognition and Response Trainings (Naloxone) to community members and program participants

j. This position requires flexibility and ability to work early mornings, late afternoons, weekends and some holidays as needed in order to best assist clients' needs.

k. Perform other duties as assigned.

C. QUALIFICATIONS (SKILLS/ KNOWLEDGE AND ABILITIES):

1.REQUIREMENTS

a. Two years of college education related to field or equivalent work experience related to field.

b. Permanent resident or U.S. Citizen; proof of work eligibility upon hiring.

c. Valid California Driver's License and current automobile liability insurance.

d. Must be able to work with people of diverse cultural, educational, social, and economic backgrounds.

e. Demonstrated knowledge and skill in computer operations.

f. Recent physical examination and TB & Covid test necessary upon hiring.

g. Physical health that allows the employee to walk distances up to 1 mile several times a day and work their assigned tasks for periods up to 5 hours per day. Duties may occasionally include lifting up to 40 pounds, climbing a flight of stairs and light cleaning of the office area.

h. Experience working with people who use drugs and people experiencing homelessness i. Must be able to certify as a Class B driver in 4 months.

j. Must show proof of COVID-19 vaccination.

2. PREFERRED

a. A Bachelor’s degree in Social Welfare, Psychology, Health Science, Nutritional Science, Public Health, Communications or other treatment-related field with at least two years job related experience.

b. Experience working successfully with issues of substance abuse, mental health, criminal background, systemic racism, poverty and other potential barriers to economic self-sufficiency.

c. Experience with harm reduction, restorative justice and trauma-informed care

d. Bilingual or bicultural capabilities with Los Angeles County threshold languages: Arabic, Armenian, Cantonese, Farsi, Urdu, Khmer (Cambodian), Korean, Mandarin, Russian, Spanish, Tagalog, Vietnamese, and other Chinese languages.

PHYSICAL REQUIREMENTS:

Moderate Duty

This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting reaching, working or irregular surfaces, occasional lifting of objects over 25 pounds, and frequent lifting of 10-25 pounds. Ascending and descending ladders and staircase will be more frequent. An example is this position frequently will be moving and organizing agency supplies.
