Title: Acquisition SME KBR is looking for an Executive Level SME to support an exciting opportunity within the Vanguard Systems Program Office (VSPO) within the NRO Signals Intelligence (SIGINT) Directorate. The candidate will provide satellite systems technical engineering and programmatic support for all lifecycle phases for a new start program. The candidate will engage with the community to provide source selection documentation and production contract management. This candidate with interact with Senior Government and be required to understand the NRO acquisition cycle and processes. Responsibilities include: Be the Primary Lead to assist the Government to bring new program through a successful Intelligence Community Milestone B, PDR, CDR, and production contract Be a Senior level Subject Matter Expert (SME) who will understand where in the program the contract actions are related to the build phase and architecture, and advise the Government on the best course of action related to all aspects of the contract Draft Pre-Award documentation (Request for Proposal, Statement of Work, and technical specifications) and conduct technical evaluation of proposals to ensure contractor proposed designs meet requirements and mission needs Formulate pros and cons of options for Government consideration related to contract structure based on various architectures and trade studies Perform contract management duties to include writing ECPs, analyzing CLIN structures, managing Award Fee as appropriate and generating ASC plans for ceiling increases and support other Govt required contract processes Advise the Government on developer spend plans and forecasts and compare to the technical schedule and recommend actions and risks as required Support preparation for, and participate in, prime- and subcontractor-led technical and management meetings in order to understand impacts to contract and SOW and other technical/contract documents. Support the COTR in programmatic and contractual decision-making for best value to the Government and contribute budget documentation (e.g., IPBS) Work with other acquisition and operational offices as needed to coordinate end-to-end system performance Coordinate resolution of common technical and programmatic issues as necessary within the program office and with other acquisition offices as they related to the contract Work as part of a team and collaborate with other program office subject matter experts, contractor developers, technology development offices, program managers, and contracting officers Travel within the US to contractor facilities may be required Required Qualifications: Experience working with NRO acquisition processes and procedures Experience with bringing a program through source selection Demonstrated experience with all aspects of pre-award of program to include PDR and CDR and eventual award of production contract Demonstrated experience supporting overhead missions and working with IC and DoD mission partners Experience performing technical evaluations of proposals and familiarity with pre-award documentation to support RFPs and Source Selections General Systems Engineering experience with all aspects of the SE “V” as it relates to phases of the developer build and expected contract actions during these phases Familiarity with the IC budget cycle and experience with generating IPBS/CBJB inputs B.S. in a technical field (e.g., engineering, mathematics, physics) Minimum 5 years of experience with NRO acquisition processes Experience with IC and DoD customer sets; coordinating difficult issues and bringing issues to mutually agreeable closure Desired Qualification: COTR Certification Experience with early life-cycle satellite engineering activities/milestones Operational experience with SIGINT systems Security Clearance Requirements: Active TS/SCI CI Poly In compliance with the U.S. federal government’s vaccine mandate, only candidates who are fully vaccinated for COVID-19 or have a reasonable accommodation or approved medical exception will be considered for this position.
