Located strategically on the St. Johns River, in downtown Jacksonville, Florida. We offer a full range of marine repair services to meet customer needs, whether planned or emergency. We service cruise ships, yachts, bulk tankers, workboats, commercial, and military vessels.

Basic Purpose and Function:

This position is responsible for developing estimates with an appropriate level of supervision. Development of estimates will be required for the following activities: new bid estimates (labor and material), pricing, change proposal estimates, both Ship Work Breakdown Structure (SWBS) and trade-based estimating, convincing and validating basis of estimates (BOE), risk assessments, developing and using estimating parametric, higher-level metrics to validate estimates, make/buy studies, and budget rate development.

Skills and Qualifications:

  • Must be capable of performing detailed ship checks for multiple systems on varying platforms.
  • Must be capable of incorporating a full work package of items for efficiencies and risks.
  • Must be a self-starter and can get things completed in accordance with applicable deadlines.
  • Strong mathematical and analysis skills.
  • Must have strong Microsoft Office Suites computer skills, particularly Excel.
  • Must have ability to maintain confidentiality.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • A strong understanding of U.S. Navy Standard Items, American Bureau of Shipping (ABS), and U.S. Coast Guard (USCG) rules and their differences.
  • An understanding of general project management and scheduling (PMI certifications are a plus).
  • Must be able to pass background screenings for Defense Biometric Identification System (DBIDS), Transportation Worker Identification Credential (TWIC), and other customer required identification programs.
  • Must have or obtain a US Passport for international travel.
  • Must have and maintain a driver's license.

Education and Experience:

  • Bachelor's degree in a Business-related field or a High School diploma and at least ten (10) years of related experience may be used to offset the degree requirement.
  • Ten plus (10 ) years of ship repair experience.
  • Three plus (3 ) years of ship repair estimating experience (U.S. Navy, USGC, or commercial).
  • Familiar with OSHA Part 1915 as it applies to estimating allowances.

Major Responsibility (Functions/Duties):

  • Reviews Request for Proposals (RFPs), work specifications, drawings, blueprints, and materials list to identify trades, potential sub-contractors and man hours needed to accomplish work requirements and develop a basis of estimate.
  • Accomplishes material takeoffs and obtain product or service information, such as price, availability, designated technical representative requirements and delivery schedule (identifying long lead materials).
  • Prepares cost proposals and estimates to include reports to production that provide production labor estimates, material estimates, sub-estimates, and production man-hours to the trade level.
  • Ensures that an estimate is current, complete, accurate, and is developed in a timely manner.
  • Must be able to identify risk and propose mitigation strategies.
  • Reviews, presents, and defends an estimate with other internal stakeholders.
  • Reads & interprets ships drawings.
  • Communicates frequently with internal and external contacts in the solicitation of subcontracted work efforts as potential scoping with customer.
  • Conducts ship checks to ensure scope of work is being properly estimated. Ship checks may require multi-day travel throughout the US, Caribbean Islands, and Internationally.
  • Provides project turnover to execution team upon award.
  • Must abide by and enforce all organizational policies and procedures.
  • Other duties may be assigned as directed.
