Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware Job Summary: This position provides guidance and operational support to designated division(s) on the employee and labor relations function. Facilitates Human Resources initiatives and services to division(s) in support of divisional objectives and goals. Assists with the implementation of HR programs within division(s) to assure their success. Responds to employees and managers on HR-related inquiries, including policy and procedural guidance and interpretation. Identifies potential employment legislation issues and responds appropriately, escalating issues as necessary. Provides HR support to managers in relation to employee issues, including performance management - coaching and counseling, disciplinary processes, termination meetings, development opportunities, employee leave of absence counseling and exit interviews. Communicates and supports Human Resources initiatives/objectives in a timely and effective manner. Coordinates the effective and efficient communication of divisional needs to appropriate HR leadership and ensures the timely fulfillment of these needs, Assists in providing human resource solutions to division(s) based on data and analysis and consistent with existing human resource policy and legal and contractual constraints. Escalates to HR Business Partner when policy and contractual constraints inhibit issue resolution and may recommend changes and improvements to existing policies and procedures. Coordinates seamless service between client groups and HR functions (Compensation and Benefits, Talent Acquisition, Learning and Development, Enterprise Initiatives, HR Technology). Responsible for administration of employee transactions and the generation of standard and ad hoc reports. May participate in investigations. Other duties as assigned. Education/Experience: Requires a Bachelor's degree or relevant work experience in lieu of degree Requires a minimum of 3 years relevant HR experience. Additional licensing, certifications, registrations: PHR preferred Knowledge: General knowledge of Federal and State labor, compensation and benefits laws and regulations. Some knowledge of HR functions such as labor and employee relations, compensation, benefits, talent acquisition, learning and development and related processes. Skills and Abilities: Excellent oral and written communications skills. Comprehensive information and data gathering and analysis skills. Ability to draw solid conclusions from gathered and analyzed information and make sound recommendations timely. Excellent problem solving and conflict management skills. Excellent listening skills. Ability to develop strong relationships with division leadership. Ability to use influencing skills to achieve objectives. Ability to manage multiple priorities. Travel (If Applicable): Some local travel Salary Range: $84,700 - $115,605 This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
