Air Combat Effectiveness Consulting is Hiring a Facility Security Officer (FSO) ANDN24019 Near Lexington, MD

Description

 ACE Consulting Group, LLC is currently looking for a Corporate Facility Security Officer (FSO) to administer the company’s security policies. The Corporate Facility Security Officer will be responsible for coordinating the security efforts of two sites located in Lexington Park, MD and Manchester, New Hampshire (Position is headquartered at Lexington Park with occasional travel to NH required). Both sites will include classified working spaces with DCSA approved Information Technology (IT) equipment. The IT equipment will be administrated by an Information System Security Manager (ISSM), but close coordination between the ISSM will be required. Candidate must also be familiar with the duties of a Contractor Program Security Officer (CPSO) and able to serve as the primary COMSEC custodian. This position directly advises the ACE Consulting Group corporate staff and CEO on all security related policies, ensures compliance with the National Industrial Security Program Operating Manual (NISPOM), creates policies, creates and conducts corporate security training, and chairs the Insider Threat Review Board. Duties are outlined below.

 
POSITION DESCRIPTION:

Corporate FSO Duties:

  • Manage and oversee all security related policies and procedures necessary to maintain a classified facility clearance for ACE Consulting Group.
  • Manage classified holdings in accordance with contract requirements and regulating policies.
  • Act as primary COMSEC custodian.
  • Process incoming and outgoing visit certifications.
  • Prepare and maintain DD254s (if Prime) or work with Prime to maintain DD-254’s as a sub-contractor.
  • Initiate clearance requests & initiate re-investigations in NBIS.
  • Conduct internal self-inspections.
  • Develop and maintain comprehensive security Standard Practice Procedures (SPP).
  • Conduct administrative inquiries for security violations and conduct the requisite investigations and interviews related to compromises, or potential compromises, of classified information.
  • Initiate paperwork for Sensitive Compartmented Information (SCI) and coordinate request with Prime and government points of contact.
  • Develop and manage an Insider Threat program.

Physical Security:

  • Manage physical security for ACE Group’s facilities, to include creating a secure environment for employees, vendors, and company visitors.
  • Manage security systems including employee badging, access control systems, intrusion detection systems, lock and key control.
  • Respond to alarms when notified by alarm provider and/or guard service.

Security Training:

  • Develop and deliver required NISP security awareness training courses for all cleared personnel.
  • Develop and deliver a comprehensive, continual security awareness program that supplements and enhances the NISP requirements.

Alternate CPSO:

  • Assist in the maintenance of personal security records for Special Access Programs (SAP), and Special Access Required (SAR).
  • Be familiar with Program Protection Plans (PPP) and program Standard Operating Procedures (SOP).

Requirements

MINIMUM TANGIBLE REQUIREMENTS:

  • Possess a current Top Secret security clearance
  • Minimum of 3 years’ experience as a FSO for a possessing facility
  • Knowledge of DoD and Federal Agencies' controlled unclassified information (CUI)/sensitive information security requirements
  • Completion of FSO certification-related courses and training
  • Experience using Defense Information System for Security (DISS) and National Background Investigation Service (NBIS)
  • Ability to develop and deliver engaging security related training programs
  • Ability to respond to alarms after hours, weekends and holidays, as necessary
  • Strong attention to detail and a customer service orientation
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team in a growing company
  • Ability to network with local security groups and associations
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Effective written and verbal communication skills
