SSS is seeking a Personnel Management Support Specialist for approximately 2,100 personnel complying with DoD, Joint and Air Force military and civilian personnel management principles, concepts, methodologies, and systems. Active and current TS/SCI required Specific tasks include the following: The contractor shall be responsible for processing approximately 25 Request for Personnel Actions (RPAs) each month, and tracking RPAs through onboard completion, utilizing Defense Civilian Personnel Data System (DCPDS) and/or other government directed systems such as the civilian vacancy tracking process.The contractor shall engage with the squadron or group to determine the appropriate course of hiring action for assigned civilian positions, ensuring there is a course of action on each vacancy.The contractor shall conduct Position Reviews in establishing new positions or changing existing positions following established Air Force Personnel Center (AFPC) classification guidance.The contractor shall assist supervisors or hiring managers in developing civilian position descriptions incorporating the duties, knowledge skills and abilities required and submitting the required action following the established AFPC classification procedures.The contractor shall assist with the management and execution of DCIPS Performance Management Process following published timelines from HAF/A2.The contractor shall utilize UMD for position attributes and are captured on the RPA checklist.The contractor shall coordinate submissions and follow-up with Civilian Personnel Offices on staffing RPAs.The contractor shall coordinate, advise, and direct specific personnel questions from civilian employees to Civilian Personnel Office (CPO) regarding employee/management relations and performance management issues.The contractor shall be responsible for initiating and processing Notable Achievement Award (NAA) and/or Time Off Award (TOA) RPAs in DCPDS and follow through ensuring awards are executed through completed SF50 action.The contractor shall identify, categorize, and analyze quantitative data associated with trends, such as, recruitment, retention and attrition rates, demographics in developing workforce planning strategies and develop products to highlight this information. The contractor shall research, analyze, and recommend solutions and strategies to recruitment and retention problems. The solutions and strategies shall integrate a variety of flexibilities and streamline HR processes.The contractor shall provide technical assistance to hiring managers in developing justifications for use of special salary rates, recruitment and retention bonuses, student loan repayment and other incentives, when those are appropriate and allowed.The contractor shall process officer and enlisted personnel actions applying all practices and procedures involved in reviewing, analyzing, and evaluating.The contractor shall coordinate with multiple Force Support Squadrons (FSS) on military personnel requirements, force restructuring requirements and programs, analyze the impact to the 67 CW, and produce briefings as directed for the 67 CW Commander, Command Chief, or other senior leadership as directed.The contractor shall ensure appropriate timelines per established due dates are met for notification/submission of all military personnel programs, e.g., officer and enlisted promotions, military awards and decoration, military evaluations, Enlisted Force Development Panel.The contractor provides management analysis expertise to maximize resources to combat ready forces/cyber mission forces supporting AF, DoD, and global cyberspace operations.The contractor shall provide technical guidance based on thorough research to Commanders, Technical Advisors, Civilians and Wing Leadership regarding policies, procedures, and directives, when required.
