Position Summary

The Governance, Risk, and Compliance Manager will work under the guidance of the ACCS Chief Information Security Officer to further implement, maintain, and mature the Enterprise Information Security Program utilized by ACCS and its member institutions. This position also serves as the head of auditing ACCS systems against the Enterprise Information Security Program to ensure compliance and security best practice implementation.
Essential Duties and Responsibilities

PRIMARY DUTIES:
  1. Further implement, and mature the Enterprise Information Security (NIST 800-53r5) program foundation developed by the Chief Information Security Officer
  2. Implement and mature the ACCS vulnerability management program.
  3. Assist the Information Security Officer in implementing a 3-year cyber strategic plan centered around IT risk management among ACCS institutions. This strategic plan will be redone and mature every three years to address modern security initiatives and challenges.
  4. Maintain Governance, Risk, and Compliance auditing processes and standard operating procedures that will be utilized to ensure compliance with the Enterprise Information Security Program as well as all federal, state, and local regulatory requirements.
  5. Work with the Splunk Enterprise Architect to develop workflows and use-cases that increase risk visibility and mitigation across the enterprise and its' member institutions.
  6. Work in parallel with the ACCS Security Operations Center Manager to develop, implement, and mature incident response, business continuity, and disaster recovery planning of the enterprise.
  7. Remain active in internal and external technical and functional user groups.
  8. Work with ACCS member institutions to promote cybersecurity and information security best practices in a manner that fosters and builds strong relationships with the member institutions.
  9. Coordinate functional and technical staff at ACCS and member institutions in the use of the ERP and ancillary systems and discuss potential security risks or problems that those systems present.
  10. Coordinate and resolve competing priorities from multiple internal and external groups.
  11. Develop and maintain reports as needed for the ACCS System Office and the State of Alabama.
SECONDARY DUTIES:
  1. Assist third party assessors and auditors in auditing and verifying compliance of our institutions with the ACCS Enterprise Information Security Program.
  2. Other related duties as assigned.

Qualifications

REQUIRED:
  1. Bachelor's degree in Information Technology from a regionally accredited institution OR four (4) years of information security related experience.
  2. Strong project management skills
  3. A demonstrated ability to build consensus among stakeholders.
  4. Ability to communicate effectively.
PREFERRED:
  1. MA/MS degree in a technical discipline from a regionally accredited institution AND two (2) years of information security related experience.
  2. Certified Information Systems Security Professional (CISSP) Certification.
  3. Directly-related experience in Governance, Risk and Compliance (former GRC).

Annual Leave

Sick Leave
Full-time employees earn 4 hours and 20 minutes of sick leave for each half-monthly pay period of service or 13 days per year. No more than 150 days or 1, 200 hours of sick leave may be accumulated. A complete description of sick leave benefits is outlined in the System Office Policies and Procedures Manual.
Personal Leave
All full-time, part-time, or temporary employees who are employed by the State of Alabama on January 1, and who are stationed outside of Mobile and Baldwin Counties, are entitled to a personal leave day each year in lieu of the former Mardi Gras holiday. The System Office policy requires that employees schedule their personal leave day prior to scheduling any annual leave.

Retirement
The Alabama Community College System participates in the Retirement Systems of Alabama Teachers Retirement System. Teachers Retirement System is a state-mandated program where a percentage of your salary is withheld per pay period for an individual's retirement account. The percentage is determined by an employee's hire date and any prior participation in the Retirement Systems of Alabama.
Tier I (those with service credit prior to January 1, 2013): 7.5%
Tier II (those with service credit beginning on or after January 1, 2013): 6.2%

Tuition Waiver
This tuition assistance program is designed for all full-time benefits-eligible employees, retirees, and benefits-eligible H Salary Schedule employees of The Alabama Community College System and the Alabama Community College System office and their dependents defined by the policy.
