The City of Lynchburg is seeking an Assistant Superintendent for the Juvenile Detention Center. The person filling this role will assists the Superintendent in managing the Juvenile Detention Center and other court-supervised programs provided to juvenile offenders in a secured Juvenile Detention Center. Performs advance level administrative and supervisory work directing/coordinating security, treatment personnel and administrative support activities. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.
  • Assists the Superintendent in planning, organizing and evaluating the program services of the residential facility.
  • Provide on-going programs to staff and development and training
  • Monitors the compliance to regulations/standards, and as necessary make recommendation to ensure the facility compliance with the Department of Juvenile Justice.
  • Conducts or delegates responsibility for individual, group family aftercare, crisis intervention and other related counseling services.
  • Plans, implements and evaluates the orientation and initial training program for direct care staff.
  • Monitors assessment and treatment planning for residents.
  • Coordinates the treatment and program services for residents.
  • Interview and counsels’ residents who adjustment difficulties may cause disciplinary problems and takes corrective action to solve or modify disciplinary problems;
  • Liaison with outside parties such as DJJ Certification, schools, courts social services agencies, community organizations, attorneys and mental health professionals etc., as facility contact person for release of program services information.
  • Monitors the admission and release policies and procedures to ensure facility compliance.
  • Assist in the selection, supervision, evaluation and discipline processes for all program employees.
  • Reviews and monitors case records and progress summary reports, behavior and observation reports, and review report and notes of subordinate workers 
  • Participates in regularly scheduled emergency On-Call duty.
  • Monitors and coordinate medical services for residents.
  • Oversees the school program in an assigned area (i.e, discipline, programming, and day-day practices).
  • Manages the (vehicle) FLEET operations of the facility.
  • Conducts tours of the facility for the community, professional and/or court ordered youth.
  • Make reports and provides professional information in court proceedings upon request.
  • Assumes administrative/supervisory responsibility for the facility in the absence of the Superintendent. 
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES:
Directly supervises Food Services Supervisor, Building Maintenance Supervisor, Operation Manager, Post-Dispositional Caseworker and other subordinate program staff as well as part-time and wage staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaint and resolving problems.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.EDUCATION AND EXPERIENCEBachelor's degree in corrections, psychology, sociology or related field required, supplemented by special courses related to residential care and extensive experience in a professional capacity in an adolescent residential care facility, including considerable experience in a supervisory capacity.Valid State Driver's License required and acceptable driving record according to City criteria.View City's Driving Criteria.Prior to employment must have Criminal Record Check and reference checks completed, and Child Protective Services check initiated. Prior to onset of employment must have tuberculin and drug screen as part of physical examinationMust successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
