Position Summary
The Espero Rutland Program Coordinator is responsible for the daily operations of the program and support of staff, volunteers, and interns at Espero Rutland, a high-quality apartment community which is deeply affordable and intensely supportive for 171 individuals experiencing homelessness. The Coordinator assists with submitting reports, monitoring data and documentation quality, training staff, and grant compliance. The Coordinator works closely with the Espero Rutland Program Manager in program planning, implementation of best practices for permanent supportive housing programs, and program evaluation.
This position also provides intensive case management services to adults that have experienced chronic homelessness, with an ultimate goal of stabilizing them in their housing situation. Direct service responsibilities include determination of eligibility for housing services; assessment of needs; intensive case management; supportive services
and referrals to appropriate agencies that can address program participants’ needs related to housing, income, and well-being.
Essential Duties & Responsibilities (inclusive but not exhaustive):
  • Consistently interact with clients using person-centered and strength-based approach while maintaining professional boundaries.
  • Collaborate with community partners to identify individuals who are experiencing homelessness.
  • Conduct screenings and determine if individuals meet program eligibility requirements.
  • Assist in housing identification, applications, move-ins, and housing sustainability.
  • Communicate professionally and appropriately with housing property managers to maintain strong partnerships.
  • Provide comprehensive case management services for diverse populations living in poverty, including people with mental health and substance use disorders.
  • Meet with clients to assess needs and provide appropriate case management to address those needs linking clients to Caritas of Austin’s programs and other agency programs.
  • Provide crisis intervention and support, as needed.
  • Link clients to appropriate resources following any crises.
  • Facilitate and coordinate access to mental health, substance use, and physical health services.
  • Develop and monitor individual housing services plans with a general goal of housing stability.
  • Once client is housed, 50% or more of meetings will be held within the client’s home or in a community space.
  • Transport clients to agencies and services, as needed.
  • Work with Program Manager in program development, monitoring, grant compliance, reporting, and performance management.
  • Supervision of direct service staff, interns, and volunteers.
  • Internal monitoring of client files through file and case reviews.
  • Prepare regular reports as necessary for internal and funding source requirements.
  • Management of client services budgets to ensure compliance with budget limits, and agency/funder fiscal policies and procedures.
  • Work with Ending Community Homelessness Coalition (ECHO) on Coordinated Entry referral process for new clients.
  • Assist in compiling and submitting check requests related to housing costs.
  • May provide back-up support and on-call coverage, as needed.
  • Work with internal and external partners to identify and secure safe, affordable housing for clients.
  • Build relationships with other service providers that serve target population.
  • As appropriate, work collaboratively with Caritas of Austin’s Employment Specialists to link clients to employment. Research and stay informed about other local employment resources.
  • As appropriate, work collaboratively with Caritas of Austin’s Education Specialists to link clients to education programs. Research and stay informed about other educational resources.
  • Attend program collaboration meetings and training sessions, internally and externally, as requested by the Program Manager.
  • Be present and active in community-wide housing activities and committees.
  • Manage case data by entering it in a timely manner into Service Point, the database utilized by Caritas of Austin for the Homeless Management Information System (HMIS).
  • Regularly prepare and maintain accurate records and reports, following the Caritas of Austin’s Housing Services Department Documentation Guidelines.
Qualifications:
EDUCATION
Required: Bachelors’ degree from an accredited college or university.
Preferred: Degree in social work, public health, counseling, or other related fields in the area of human services is preferred
Preferred: Master’s degree from an accredited college or university in the area of human services is preferred. This includes the related fields of social work, psychology, public health, and counseling; Individuals who hold one of the following licensures - Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Chemical Dependency Counselor (LCDC).
EXPERIENCE
Required: Minimum 2 years working directly with low-income, diverse, and underserved populations in a social services agency. Must possess or be able to obtain a valid Texas driver's license within 30 days of employment.
Required: One year of supervisory experience.
Preferred: Past work in housing programs or with people experiencing homelessness; experience with crisis intervention.
COMPUTER SKILLS
Experience with internet, MS Office, various software, Excel spreadsheets, databases - HMIS (Homeless Management Information System) helpful.
LANGUAGE SKILLS
Preferred – Bilingual proficiency (English and Spanish or other language)
Salary/Benefits:
  • Base Salary Range: $45,349-$58,937
    • The salary offered will follow Caritas of Austin salary guidelines based on candidate's education and experience.
