The Organization

Beacon Interfaith Housing Collaborative has a vision that ‘all people have a home’. We are an experienced housing organization that operates supportive and affordable homes, develops affordable and supportive housing, and organizes to impact housing policy. Our focus is on households who make less than $30,000 a year and those who are experiencing homelessness. The nearly 100 congregations who make up our collaborative are putting their faiths into action through leadership, advocacy, organizing, and service.

The Position

The Asset Manager oversees Beacon’s affordable housing portfolio. This includes physical, financial, and operational performance of Beacon’s third-party property management contracts across the portfolio, ensuring quality affordable housing. In addition, this includes financial review, reporting, oversight of third-party property management agents, tax and insurance review, property inspections, compliance, safety, and security contracts. The Asset Manager oversight involves maintaining strong relationships with private and public funding entities, property accountants, auditors, and other external partners.

This is a full-time position, and is eligible for health benefits, our retirement plan, and paid time off. This is a bargaining-unit (union) position. The annual salary range for this position is $80,000 - $110,000.

DUTIES AND RESPONSIBILITIES:

Financial Oversight

  • Monitor monthly property and portfolio analytics.
  • Manage portfolio’s annual organizational and local, state, and federal regulatory requirements (e.g., housing subsidy contracts, fair housing, capital funding and improvement requirements and expenditures).
  • Assess monthly operational performance across the portfolio, including vacancy rates, average days vacant, and unit turnover.
  • Review monthly property budget-to-actual and balance sheet financials across portfolio, reconciled bank accounts, General Ledger.
  • Partner with the VP of Supportive Housing to develop annual expense budget of the physical properties and operations.
  • Maintain strategic business plans for each property and review annual property operating budgets
  • Oversight of property tax, insurance, and utility-consumption management.
  • Partner with VP to provide semi-annual update to the Board of Directors.
  • Partner with the VP of Supportive Housing and the VP of Housing Development to develop and manage capital improvement plans

Ensure Continuous Quality Improvements

  • Research and develop evaluation tools for defining and measuring quality affordable physical property.
  • Produce inspection quality standards to ensure there are no code violations.
  • Evaluate how well portfolio is meeting goal of being model provider of quality affordable housing
  • Stay abreast of asset management industry best practices and new industry related policies, statutes, rules, and regulations.
  • Monthly check in with property management, security agency, and local police landlord reports about police calls.
  • If a given property has excessive calls or issues review police reports more frequently, on a pre-determined schedule and discuss with management
  • Attend community meetings and meet with community members as necessary, including police, city council members, and neighbors.
  • Perform periodic property visits to ensure performance and continued quality community asset status.

Compliance and Contract Oversite

  • Ensure compliance with government and other funder rules and regulations across the portfolio. Develop schedule to manage.
  • Perform annual review of property management contracts.
  • Ensure reports for lenders, funders and others are prepared and submitted as required across the portfolio. Develop schedule to manage.
  • Ensure third-party property management performance, stepping in to provide guidance and training, as necessary.
  • Manage loan, grant, partnership, and other key agreements, ensuring fulfillment of contractual and regulatory obligations.
  • Conduct on-going assessment of property management performance and communicate any necessary change.

QUALIFICATIONS

  • BS with specific concentration in real estate, urban planning, business administration, finance, or BA in general studies, sociology, communications, or a closely related field is strongly preferred. A total of 10 years of experience in housing asset management, real estate development, or property management may be considered as equivalent to education.
  • Minimum 5 years of housing asset management, real estate development, property management, or related equivalent.
  • 2 – 3 years of experience noted above if combined with master’s degree in related field.
  • Certification in Asset Management strongly preferred; or certifications in property management or LIHTC compliance.
  • Acceptable background checks relevant for the position, including Minnesota Department of Human Service (DHS) NetStudy.

Experience, Skills, and Abilities

  • Experience with Section 42 Low Income Housing Tax Credit (LIHTC) Program.
  • Experience with multifamily real estate transactions and associated legal documentation (mortgages, notes, loan agreements, deeds, regulatory agreements, subsidy contracts, settlement statements, limited partnership agreements, operating agreements, etc.)
  • Experience with property audits, partnership tax returns, property budgets, proformas, multiyear financial projections; etc.
  • Experience with physical and capital needs assessment; facilities management; property renovations.
  • Experience with housing/property management software (e.g., Yardi, MRI and/or other relevant property management/real estate software
  • Ability to work effectively with and relate to diverse and designated housing populations
  • Attention to detail, time management, and relationship building.
  • Ability to travel to all of Beacon’s property housing portfolio sites. This includes properties in Minneapolis, St. Paul, and the suburban metropolitan area
