This position provides a full range of advanced administrative and legal support for the Office of the General Counsel. The incumbent in this position works in support of the General Counsel and as needed, the Deputy and Associate General Counsels. Requires discretion and the ability to maintain confidentiality of legal and personnel matters.

DUTIES:

  • Handles the General Counsel’s routine administrative details, such as: setting up meetings; maintaining the appointment calendar; maintaining calendar of critical filing dates for attorneys; maintaining electronic and paper files; monitoring departmental submissions for the International Executive Board as well as other activities.
  • Checks documents for accuracy and conformance to policies and standards.Supervises the administrative functions of the Office of the General Counsel.
  • Prepares time and attendance reports; maintains personnel files; coordinates the administrative support for attorneys and supervises administrative staff.
  • Pro-actively handles all details of the General Counsel, Deputy General Counsel and other attorneys if assigned.
  • Makes independent decisions derived from information about union directives, priorities, issues and commitments made by the manager.
  • Uses sound judgment and knowledge of changing situations, which may be related to adjusting and expediting travel and meeting schedules; redirecting the scope of a project; adjusting the workflow based on evolving priorities; and conveying tasks to departments.
  • Maintains a daily tickler file and keeps other department personnel aware of issues, deadlines or meetings.
  • Develops and maintains an automated jurisdictional/organizational calendar with information about travel, attendance, meetings, and department activities and as appropriate, union activities.
  • Performs the full range of executive level administrative support duties, including preparing correspondence conforming to the AFSCME style guide, preparing exhibits for litigation cases and PowerPoint presentations for meetings.
  • Proofreads all work for accuracy, clarity and completeness.
  • Establishes and maintains files for pending litigation and subject matters; electronically files and retrieves court and administrative documents.
  • Maintains and updates numerous electronic and web-based databases. Oversees office filing systems.
  • Maintains confidential files on collective bargaining negotiations, general personnel issues, and grievances and arbitration cases involving AFSCME's staff employee unions; and prepares exhibits for hearings before mediators and arbitrators.
  • Makes necessary travel arrangements for attorneys, using the AFSCME travel reservation system.
  • Prepares travel forms and expense reports as required, in accordance with AFSCME’s travel policy.
  • Assists in meeting planning for AFSCME Lawyers’ conferences and handles CLE registrations with states and distributes and maintains associated records.
  • Coordinates and assists in the review of contracts by staff attorneys; maintains files of all executed contracts.
  • Performs various Convention-related activities.
  • Performs other assigned duties as required.

EDUCATION REQUIREMENTS:

Completion of qualifying executive or legal secretary or legal assistant coursework and a minimum of five (5) years of relevant administrative support experience which provides the following knowledge, skills and abilities:

  • Ability to supervise staff.
  • Ability to draft and review legal documents and identify inaccuracies or omissions.
  • Proficient in Microsoft Office Suite and other database software.
  • Ability to compose correspondence and prepare reports using correct English, spelling, grammar and punctuation.
  • Excellent organizational and leadership abilities.
  • Ability to establish and maintain effective working relationships with superiors, other employees, officials, union representatives and the general public.
  • Ability to understand and quickly and accurately follow written and oral instructions. Ability to travel and work extended hours as needed.
