SUMMARY/OBJECTIVE

Performs routine consultative services and technical assistance work. Work involves assisting with planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment

Role and Responsibilities

The position will be focused directly on the employment needs of the WSB rural communities, specifically focusing energies and efforts in Brewster, Culberson, Hudspeth, Jeff Davis, Presidio, and El Paso County rural regions. This position will work across county lines as the primary leader of collaborations among education partners, employers, and economic development organizations to help build alliances and opportunities in the rural region.

The position holder is not required to reside in Brewster, Culberson, Hudspeth, Jeff Davis, or Presidio but must travel to the regions and establish connections and relationships to build and enhance education and workforce partnerships.

Other Responsibilities:

Performs various technical, training, research, planning, policy, program assessment, and administrative activities related to program assignment. Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program. Serves as a liaison to staff, government agencies, community organizations, or the general public to explain program specifics and requirements. Markets program(s) to community and professional groups to encourage and/or improve interest in the program(s). Monitors and reviews compliance with the assigned program's requirements, laws, regulations, policies, and procedures. Assists with collecting, organizing, analyzing, and/or preparing materials in response to requests for program information and reports. Assists in providing consultative services and technical assistance for agency programs. Assists with the preparation of administrative reports, studies, and specialized projects. Assists in preparing comprehensive literature reviews, statutes, rules, and/or policies. Assists with the review of program area operations to identify areas in need of change and assists with developing plans to improve or address areas of concern. Assist in designing and supporting collaborative partnerships. Assist with grant writing, submission, and oversight.

In addition to the outlined responsibilities, the successful candidate will actively engage with underserved populations, including migrant seasonal farmworkers and other marginalized communities. This involvement will encompass understanding and addressing their unique employment needs, fostering partnerships with organizations serving these populations, and advocating for equitable access to education and workforce development opportunities. This role will require sensitivity to cultural diversity, empathy, and a commitment to inclusivity in all aspects of program planning, implementation, and outreach efforts.

Depending on organizational need, may:

- Assist in preparing and evaluating program budget requests.

- Assist in preparing justifications for the implementation of procedural or policy changes.

- Assist in developing policy and procedure manuals.

-Assist in grant development, grant management and reports.

- Assist in analyzing legislation to develop recommendations for policy in programmatic areas relating to the implementation, improvement, and/or expansion or reduction of program funding.

Experience and Education Requirements

A bachelor’s degree in psychology, human resource management, education, business, public administration, or a related field or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, ABILITIES

Knowledge of local, state, and federal laws related to the program area, public administration techniques, training and marketing techniques, and program management processes and techniques.

Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software. Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems; market programs; prepare reports; develop, evaluate, and interpret policies and procedures; and communicate effectively.

Must possess a valid driver’s license and meet requirements to be included as an authorized driver on the Workforce Solutions Borderplex Commercial Package Policy as stipulated by the insurance carrier. Successful clearance of local and/or state background checks.
