Job Description Summary:
PayPal is seeking an experienced and dynamic senior leader to head its US Benefits function. An integral part of the People team, this leader is responsible for bringing experience and capable management skills to lead a talented US Benefits team, and responsible for all aspects of employee value creation & engagement, operational & technology discipline, financial rigor, and team development. Managing the full scope of benefits programs, the role is expected to collaborate heavily with wide range of supporting stakeholders across People (e.g., Compensation, Technology, Program Management, HR Risk, Compliance, Audit, Legal, Finance, Sourcing). Through a balanced portfolio of BAU and Transformative initiatives, the leader is expected to set strategy & execution discipline and inspire and lead the US Benefits team to successful outcomes. The role is expected to drive performance in a vibrant set of vendor & partner relationships. Reporting to the Global VP of Benefits at PayPal, the role is also expected to support cross-geographic/global initiatives, serve as a senior member of the Benefits Leadership Team, and be an active interface with People Team & Business leaders at PayPal.

Key Responsibilities :
  • Oversee strategy, design, and execution of all US Benefits Programs.
  • Drive Employee Engagement Agenda (e.g., Web & Digital Content, on-site events, employee experience, Branding of Benefits COE).
  • Oversee the development of senior stakeholder relationships, including senior business leaders, Site People Partners, and People Partners.
  • Push a Strong Financial Discipline to balance cost and value (e.g. Vendor performance management, Budgeting, Billing/Invoicing).
  • Strong Plan Management skills across programs & categories (e.g. Health, Concierge, Financial Wellbeing, Life Wellbeing, Leave of Absence, Mental Health, LGBTQ , Women's Health, DEI&B).
  • Manage relationships with vendors, brokers, and carriers, including monitoring of cost, service levels, processes, and accuracy of data. Lead negotiations and renewals with providers including governance, contract compliance, issues management, communications frequency, schedule, and approach. Working closely with brokers globally to evaluate and benchmark our benefits programs based on global industry trends and best practices to ensure competitiveness in market.
  • Lead and drive the execution of benefit annual renewals and enrollment process, involved in all phases of renewal discussions, benefits communication, and change management plans.
  • Oversee the rollout of operational and technology initiatives.
  • Oversee containment & management of Benefits related risks (e.g. Third Parties, Operational and Performance Audits, People Risk, Employee Sentiment Risk).
  • Oversee a robust talent development & culture agenda, develop the team.
  • Develop new ways to use data and insights to drive decisions.
  • Overall end-to-end delivery of Benefits related programs.
  • Continue the ongoing momentum to transform US Benefits COE Capabilities.
  • Work closely with other regional Benefits Leaders to help shape a consistent and integrated global COE strategy, and execution of cross-regional initiatives.
  • Manage day to day administration and compliance of programs, through management of internal and vendor partner relationships.
  • Partner with Compensation with a Total Rewards mindset.
Qualifications:
  • Experience Benefits leader, with a strong grasp on strategy, design, and execution of programs in Health (e.g. Medical, Vision, Dental, Rx), Financial Wellness, and Life Wellbeing (e.g. Leave of Absence, Mental Health, Wellbeing) segments.
  • Stable team management skills to inspire and direct a team to successful outcomes.
  • Deep knowledge of US Legal & Regulatory environment related to Benefits.
  • Strong Vendor Performance Management skills.
  • Strong skills in employee engagement, operational & tech discipline, financial discipline & processes.
  • Demonstrated ability to inspire & develop teams.
  • Experience with communication with senior business stakeholders.
  • Ability to drive change and transformation to modernize existing and build new capabilities supporting Benefits.
  • Ability to build strong relationships and drive execution with other People COE's (e.g. IT, PMO, Audit, Risk, Finance).
  • Fact and analytically driven, but with sound General Management Skills.
  • Globally and culturally astute, with impeccable tact.
  • Gravitas and Senior presence, with strong communication skills.
  • Ability to drive consensus across functional teams.
  • Positive & Inspiring People leader persona.
  • Bachelors Degree in Human Resources, Business, Finance, or other related areas preferred.
  • 10 years of benefits-related management experience in a complex, large global public company environment.
