Position Summary

Under the direction and in collaboration with the CEO and other Senior executives of the organization, leads and directs strategic opportunities for business growth and innovation, development, and alignment of CHPW’s products and services. Oversees product strategy and performance for Medicare, Cascade Select, and other new business opportunities consistent with CHPW/CHNW’s strategic plan. Leverages new primary and secondary data collection and analyses to support CHPW’S strategic plan and related product strategy. In conjunction with CEO and other Senior Executives of the company, leads and oversees external relationships and strategic partnerships with key stakeholders, including delivery systems, community-based organizations, government entities and other innovative business partnerships. Supports and directs the strategic initiatives relating to the Enterprise-wide telehealth strategies and supports and leads Enterprise-wide strategies relating to Health-Related Social Needs external partnerships, in conjunction with Clinical Services division leadership. Leads the development of innovative partnership opportunities for both CHNW and CHPW. Leads the strategic planning process for the organization and enterprise in conjunction with CEO and other Senior Executives and CHPW/CHNW board. Provides leadership relating to CHPW’s response to Medicaid procurement activities.

Responsibilities

  • Provides organizational leadership for CHPW/CHNW as a member of the Executive Leadership Team (ELT) in setting organization direction, strategies, priorities, and policies and in working with leadership and staff throughout the organization.
  • As an Officer of the Company, holds signature authority and responsibility consistent with resolutions adopted by the Boards of Directors.
  • Works closely with the Chief Executive Officer and Executive Leadership Team to make strategic decisions that effectively respond to changes in the healthcare marketplace and strengthen long-term competitive advantage.
  • Develops and maintains heightened connectedness to the healthcare systems across Washington State, to identify and facilitate creative and effective relationships that would benefit CHPW/CHNW.
  • Develops and maintains heightened awareness and connections to the broader healthcare market, both within Washington and nationally, around opportunities for innovative partnerships and business development.
  • Keeps apprised of trends and changes in healthcare industry to plan for and drive both Plan and Network strategies.
  • Actively engages with the Board of Directors to leverage centralized resources to support Community Health Center goals and objectives.
  • Provides leadership in the development and execution of key external strategies which differentiate the Plan from competitors.
  • Provides leadership in the implementation of company-wide strategic initiatives and projects, particularly around business development and growth goals and telehealth and Social Drivers of Health opportunities in partnership with senior leadership in Clinical Services and other key stakeholders.
  • Fosters strong professional working relationships with leadership throughout CHPW/CHNW. Facilitates cross-functional and cross-organizational information sharing and problem resolution.
  • Serves on key external leadership committees and forums, representing CHPW/CHNW.
  • Actively engages with State, regional and community-based stakeholder leaders and policymakers to achieve CHPW/CHNW goals and objectives.
  • Serves as the primary strategic interface and liaison between government, community leaders and physician group leaders and organizations involved in the transformation of the healthcare delivery system.
  • In collaboration with Executive Leadership, pursues or leads the development of cross-divisional strategic partnerships, relationships and alliances as may be directed by CEO.
  • Seeks alignment and collaboration across the enterprise to bring together ideas to generate outcomes that are transformative, appropriately resourced, and scalable.
  • In collaboration with Executive Leadership Team and cross-functional teams, leads process for evaluating and implementing innovation opportunities to support the CHPW/CHNW’s competitive differentiation.
  • Oversees and provides strategic direction for network strategy, including evaluating effectiveness of network composition and oversight of credentialing and provider contracting strategies.
  • Key point of contact with the core constituents of the Network, the Community Health Centers, including active outreach and visibility with Network leaders.
  • Oversees the design and development of market-driven products and services including new lines of business to achieve the organization’s mission.
  • Oversees and ensures execution of membership growth plans, including marketing and sales and retention strategies.
  • Fosters a culture of equity and actively engages in DEI work as part of the Executive Leadership Team. Promotes an environment that supports all employees, across the organization, which enhances growth, communication, and engagement.
  • Defuses conflicts and promotes collaboration and information sharing among employees, leadership, and outside parties. Provides guidance and stewardship in overseeing the organization through change and growth, while integrating and supporting diverse cultures and viewpoints.
  • Working with department leadership, ensures day-to-day supervision, effective hiring, appropriate performance management, and staff development, with the goal of developing a cohesive, empowered, and productive team.

Education and Experience

Education

  • Bachelor’s degree in health care related field or an equivalent combination of education and highly relevant work experience required.
  • Master’s degree in healthcare related field preferred.

Experience

  • Minimum fifteen (15) years progressive experience in a managed care organization or related health care organizations.
  • Minimum of ten (10) years of experience in senior leadership roles.
  • Strong understanding of the healthcare industry, managed care and provider financing, and health care reform and policy.
  • Significant experience with Medicaid and Medicare populations
  • Strong commitment to mission-driven, not-for-profit organizations.

  • Strong ability to establish a strategic vision, set expectations and provide clear direction to individuals and departments being managed as well as those outside of the Division.

  • Ability to prioritize and execute multiple complex initiatives in various areas simultaneously.
  • Ability to meet organizational deadlines and manage areas of responsibility within budget and financial stewardship.
  • Understanding and appreciation of relevant legal and regulatory environment and appropriate compliance to requirements. Knowledgeable about Washington State and applicable federal public programs.
  • Experience working with Federally qualified health centers and health systems in the Washington market.
  • Ability to appropriately utilize data in decision-making and in evaluations of initiatives and operations.

Compensation and Benefits

This position has an annual pay range of $375,000 - $425,000 including an annual incentive target based on company, department, and individual performance goals. CHPW offers a competitive benefits package. A comprehensive summary can be found here.
