Job Description

Location: 5200 E & C Construction
Pay Grade: A21
FLSA Status: Exempt
Under limited supervision, manages the activities of the Construction Division.
*T his position performs duties deemed to be "safety-sensitive" and is therefore subjected to random drug testing under the City's policies*
Essential Job Functions

• Plans, organizes, staffs, and directs the daily activities of the division
• Supervises, evaluates, and disciplines division personnel
• Assists in preparing and monitoring the annual division budget
• Prepares reports; writes memoranda and correspondence
• Supervises the Contract Construction Program
• Advises the Director of Engineering and Construction of the status of all projects
• Reviews and approves Material Submittals and Contractor Pay Applications
• Provides recommendations to maintain current engineering and construction practices as they relate to the standard construction specifications and details
• Supervises the construction of streets, sanitary sewers, water lines, and stormwater drainage on private developments, municipal buildings and other City projects including private development infrastructure
• Performs contract administrative functions; prepares and negotiates contract modifications; holds pre-construction conferences; analyzes and negotiates claims; negotiates final contract quantities; approves contract submittals
• Reviews and interprets contract specifications and drawings
• Reviews inspection reports and other contract documents; makes onsite inspections
• Trains inspectors in contract administration and inspection of construction projects
• Prepares agenda items for Construction activities and attends City Council meetings as needed
• Performs other related duties as assigned

Minimum Education and Experience

Requires a Bachelor's Degree in Civil Engineering or Construction Management, supplemented by five years of progressively responsible experience in water, wastewater, stormwater, and transportation systems; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated. Possession of a Professional Engineering License or the ability to obtain an Oklahoma Professional Engineering License within one (1) year of the date of hire. Possession of or ability to obtain within one (1) year of hire a valid Class "C" Water and Wastewater License.
Physical Requirements

Tasks involve the ability to exert moderate physical effort in medium work, typically involving some combination of balancing, climbing, crawling, crouching, feeling, handling, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 50 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
