This position is located in the Human Resources Section, Business Operations Division.
Potential for Telework/Remote options may be considered based on training, quality assurance, performance, and/or business needs.
This position primarily focuses on Human Resources related tasks to include conducting training for supervisors, providing administrative oversight for online training systems, and managing performance evaluations for the Agency.
This position conducts training assessments based on departmental, organizational and employees' needs. Design, develop and deliver in house courses to enhance the professional, administrative and management skills of our employees; research external courses and make recommendations on purchase. Assists in on-line training initiatives; research on-line training practices and determine appropriateness for the agency, design or recommend online training courses that develop the competencies needed for our employees and that is conducive to adult learning needs.
This position conducts approved agency training including employee orientation. Evaluates and researches course topics/objectives; determines curriculum outlines; develops implementation of training by utilizing multimedia visual aids, handouts and other educational material; conducts classroom instruction on specific course topics. Position ensures knowledge transfer based on course objectives and conducts evaluation surveys regarding course delivery. Position reviews all survey results and considers redirection as it applies to information provided. Position works with training logistics to include facility, timeframes, schedules, classroom size, and room set-up based on course needs, and ensures environment is conducive to adult learning principles and practices. This position tracks all agency training and provides reports as needed. Position collaborates with IS to assist with the development of a tracking database. Position is responsible for creating and maintaining training and developmental plan databases and tracking system. This position is responsible for creating, administering and analyzing various employee surveys. This position works with other Staff Development/Trainers in the Children Services, Economic Services and Adult Services Sections to determine the training requirements of the agency. Position works in partnership with management to establish business requirements of training and report results as needed. Position communicates upcoming training available to the agency and coordinates registration process.
This position assists with interviews and discusses with employees' any human relations and work-related problems that adversely affect morale, health, and productivity. Clarifies and provides advice to employees about agency rules, regulations and procedures. Develops, schedules, and conducts training related to technical, management and interpersonal skills in order to improve employee performance.
The position is responsible for the coordination of the internship program, temporary employee staffing requests and other Human Resources special projects, which may include attending job fairs, preparing statistical reports, applicant qualifications, reference checks and other phases of the application process. This position will require assisting in emergency and/or disaster situations.MINIMUM EDUCATION & EXPERIENCE REQUIRED: Graduation from a four-year college or university and two years of experience in a human service program, counseling; training, or in an administrative support role in a staff development and training office; or graduation from high school and five years of progressively responsible experience directly related to training in the subject or specialty area; or an equivalent combination of education and experience.
KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of adult learning theory, principles and training techniques and methods for conducting training programs
Knowledge of capabilities and uses of audiovisual aids, computer equipment, software and other training tools and resources
Ability to organize and coordinate training activities; to evaluate student learning; and to maintain accurate records
Ability to communicate effectively, both orally and in written form
Ability to work effectively with others and use sound judgment in applying policies, procedures, and training principles
Knowledge of project development and project management
Skilled in conducting conferences, leading and facilitating meetings
Must possess above average verbal and written communication skills and the ability to comfortably interact with all levels of the agency, other Cumberland County Departments and contractors
Knowledge of human resource programs, functions and best practices as it relates to the training program to ensure that training modules meets the needs of the agency
Knowledge of the agency, its mission, and its culture and climate so that effective and quality training modules are developed to meet agency needs
Knowledge of continuous improvement methods and relevant best training practices
Ability to identify the need for change within the different trainings
Knowledge of policies and practices involved in human resource functions to include recruitment, selection & training.
Ability to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to work independently and to make and defend procedural decisions.CONDITIONS OF EMPLOYMENT: The selected applicant will be subject to the following conditions prior to appointment. The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.

Law enforcement background check is required.
Duties of this position require the use of the employee's personal vehicle.

The Cumberland County Department of Social Services has a dress code policy that must be adhered to. This policy includes specific guidelines related to tattoos and body piercing.
