District Treasurer PositionHampshire Regional School District and the Chesterfield-Goshen Regional School District are seeking a District Treasurer. The Treasurer serves as the districts’ cash manager and maintains custody of all funds and is responsible for depositing, investing, and disbursing monies. The Treasurer must manage the districts’ financial resources to ensure the availability of cash to pay obligations as they become due. In addition, the Treasurer is responsible for borrowing money, subject to the direction of the School Committees, and overseeing banking services. See the job description below for full details. About the DistrictsHampshire Regional School District has two regional schools – Hampshire Regional High School (a grades 7-12 school serving the towns of Southampton, Westhampton, Williamsburg, Chesterfield, Goshen, and Worthington), and Chesterfield-Goshen Regional School District (a PK-6 school serving the communities of Chesterfield and Goshen). The Treasurer position serves in that role for both regional school committees. The position requires between 4 and 8 hours per week, varying depending on the needs. The salary is $10,500 for the year. The position is appointed annually by and reports to the Hampshire Regional High School Committee and the Chesterfield-Goshen Regional Elementary School Committee; day-to-day supervision provided by the Superintendent of Schools. The position has the support of an Assistant Treasurer. Job Category: Administrator > Business/FinanceJob RequirementsBachelor’s degree in Business, Finance, or Accounting is preferable. Minimum of 5 years in school, municipal, or business financial management or accounting setting. Able to commit about 4 to 8 hours per week year-round, with hours varying based on the needs and the timing of the financial cycleSpecific duties include:Custodian of Funds:Facilitate timely cash reconciliations and balance all accounts to complete orders.Act as a signatory for Districts’ bank accounts where necessary.Invest and monitor all monies in safe depository accountsMonitor and project cash flow to assure that funds are available to meet payrolls and monthly warrants.Assure transfer of funds from interest-bearing accounts to cover payrolls, payroll taxes, and warrants.Oversee all Trust and Agency accounts including disbursements and replenishing Student Activity Accounts.Prepare Treasurer’s Report showing receipts disbursements with resulting cash and investment balances at a frequency requested by the School CommitteesPrepare quarterly and yearly reports to Commonwealth of MA Division of Local Services including Treasurer’s Year-End Report, Cash Reconciliation and Statement of indebtedness.Assessment Certification and Performance Bond:Collaborate with the Assistant Treasurer to prepare annual certificates of assessments to member towns after the School Committee votes a final budget and prepare notices to member towns of assessments due. Obtain a bond for this position and all positions that handle cash in the School District.Debt Management:In conjunction with the District Business Manager, request bids from banks for borrowing to meet short-term cash flow needs.In conjunction with the District Business Manager, interface with bond counsel and banks in order to obtain long-term financing for School District projects.Cash Management:Keep a duplicate set of records as to receipts and disbursements and verify such with the District records.Review all receipts collected; assure proper deposit of all District funds, and record on the Cash Management Spreadsheet.Collaborate with the Assistant Treasurer to prepare monthly bank reconciliations for all bank and investment accounts.Invest District funds consistent with State and School District policies to maximize the amount of interest earned.Other:Advise the District School Committees on the applicability of various Massachusetts General Laws relative to treasury matters, including advising on appropriate financial policies, internal controls, and best practices.Participate as requested by the School Committees in the annual audit process and follow up.Assist the District Business Manager as needed in matters related to the Treasurer’s other duties.Such other duties as may be prescribed by applicable statute and/or regulation for treasurers of regional school districts.JOB REQUIREMENTS:Language Skills:Strong communication skills and a commitment to collaborative work and problem solving.Ability to read, analyze and interpret documents, financial statements and governmental regulations. Ability to write reports and correspondence. Ability to effectively present information and respond to questions from district personnel and school committee members.Mathematical Skills:Ability to analyze and calculate figures and amounts such as discounts and percentages. Ability to analyze and explain complex mathematical formulas and calculations.Technology Skills:Proficient in the use of Excel and Google Sheets and budget & accounting software.
