JOB SUMMARY: The Program Manager manages all postal/mail operations at designated Department of Interior (DOI) mail sites, ensuring that the program and services are in accord with contract requirements, Agency practices and procedures, and best practice standards. The position oversees operational, administrative, staff management, and quality practices of the program.

SUPERVISORY RESPONSIBILITIES: Provides administrative supervision of 25-30 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Manage and oversee the program's administrative and daily operations in support of its overall goals and objectives.
    • Ensure compliance with all AbilityOne, OSHA, and DOL laws at all worksites.
    • Manage mailing services functions, including metering, sorting, delivery, counting, packaging, processing express mail, record keeping, and reporting.
    • Manage mailing machine contract with vendor.
    • Serve as the primary contact for machine upkeep and servicing.
    • Ensure the vendor provides training to keep staff updated on system changes and troubleshooting problems.
    • Ensure maintenance and upkeep of all government facilities, supplies, and equipment associated with the mailing services at the various work sites.
    • Ensure maintenance and upkeep of all AMHA equipment and supplies associated with the mailing services at the various work sites.
    • Manage customer and mail stop locations on government computers and keep abreast of office and mail stop changes.
    • Conduct mail change surveys and document all changes to the COTR.
    • Ensure continuous updating on USPS regulations.
    • Perform record keeping, including filing and recording office logs and all mailing and administrative services, at all assigned offsite workstations.
    • Manage postal supplies, vehicles, and express courier equipment.
    • Evaluate AbilityOne/Source America Individual Eligibility Evaluations (IEEs).
    • Communicate daily with COR and provide weekly, monthly, and yearly mail summary reports.
  • Supervise program supervisors and staff, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
  • Oversee and maintain quality program practices, ensuring compliance with contract requirements, Agency practices and procedures, and best practice standards.
  • Perform other job-related duties as assigned.

EDUCATION and EXPERIENCE:

  • Associate degree.
  • 5 years of progressively responsible supervisory experience within a mailing service environment.
  • Must be able to pass the Department of Homeland Security clearance.
  • Driving is required. Must have a valid driver’s license and clean driving record.

SKILLS and COMPETENCIES:

  • Ability to operate mailing services equipment used at the work site. Program planning and implementation skills.
  • Skills in analyzing and interpreting policies, contractual language, and financial reports. Ability to supervise and train employees and foster a cooperative work environment.
  • Skill in the use of computers, preferably in a PC, Windows-based operating environment.
