Role and Responsibilities:

• SCI Program Oversight: As the custodian of the Department's SCI programs, you will collaborate closely with operating units to align SCI mission requirements with access needs.
• Collaborative Coordination: Work closely with Appointed Special Security Representatives (SSRs) to delegate SCIF management responsibilities, fostering seamless administration, operations, and compliance.
• Regulatory Adherence: Maintain an up-to-date understanding of relevant SCI directives, regulations, manuals, and guidelines to effectively fulfill SSO duties.
• Meticulous Information Management: Ensure precise accounting, control, transmission, transportation, packaging, and safeguarding of SCI assets.
• Secure Dissemination: Facilitate authorized dissemination of SCI materials exclusively to individuals with established need-to-know access.
• Incident Investigation: Play a pivotal role in investigating SCI security infractions, presenting recommendations to the USNO COR and SSO, and preparing comprehensive reports.
• Strategic Liaison: Maintain continuous communication with collateral security officials to achieve an adequate balance between security levels and mission accomplishment.
• Holistic Security Actions: Execute a range of security actions, including personnel, information, physical, and technical security, ensuring comprehensive coverage.
• Training Delivery: Conduct requisite security awareness training sessions in accordance with regulations and as requested by the COR.
• Personnel Security: Take charge of the SCI Personnel Security Program, participate in the nomination process, access validation, investigative requests, security briefings, and related actions.
• Visitor Certification: Serve as the official certifying channel for SCI visitor clearances/accesses, upholding the integrity of visitor management.
• DISS Maintenance: Accurately manage the Defense Information System for Security (DISS) to reflect the personnel under your organizational purview.
• Expert Guidance: Offer guidance and assistance throughout the processing of SCI position and eligibility requests.
• Derogatory Information Handling: Efficiently manage derogatory.

Qualifications and Education Requirements:

• Security Clearance: An active TS/SCI clearance is a prerequisite for this role.
• Security Expertise: Demonstrated expertise in all aspects of SCI security, particularly in personnel, physical, information, and basic information assurance.
• Autonomous Operator: Proficiency in independently navigating operational environments, leveraging a comprehensive understanding of security principles, risk evaluation, mitigation strategies, and procedural dissemination.
• Regulatory Mastery: Thorough grasp of Intelligence Community Directives (ICD) 704, ICD 705, DoDM 5105.21 (V1 thru V3), along with familiarity with DNI and DIA directives and regulations.
• Analytical Acumen: Ability to meticulously gather facts, employ effective analytical and evaluative methods to assess information, and formulate sound decisions to resolve diverse security challenges.

Additional Qualifications:

• Certification Credentials: Successful completion of formal SSO certification training and a
• Sensitive Compartmented Information Facilities (SCIF) physical security course within the
• past five (5) years
• PMP Certification
• Knowledge of Federal contracting advantages of minority-owned and financially disadvantaged entities; particularly 8(a).
• Bachelor’s degree in security management, Homeland Security or relevant degree
• Will consider an equivalent of work experience in lieu of education.

Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
