Hometown with Heart is Hiring a Management Analyst Near Shawnee, KS

The Management Analyst is a professional administrative position which provides high level support to the City Manager's Office, Mayor, and City Council. Primary responsibilities include planning, coordinating, and conducting research for a variety of special projects, and to perform highly responsible technical assistance and analysis for upper level management in the City Manager’s Office. The position involves internal contacts and frequent external contacts, requiring considerable public relations skills including in-depth discussion and /or negotiation in order to gain consensus to resolve the situation. Direct interaction is required with the public, contractors, vendors, other departments of the City, other governmental and non-governmental agencies, and City Council Members. The hiring range for this full-time, exempt position begins at $63,000 annually (DOQ).

Position Responsibilities

Benchmarking and Performance Measures.  Develops relevant and accurate benchmarks to measure City success and challenges. Responds to requests regarding City benchmarking standards and performance measures from outside parties. Works with departments as needed to proactively capture data that will move the City forward.

Trash, Recycling, and Yard Waste Coordinator. Coordinates with trash haulers related to solid waste, recycling, and yard waste. Serves as the point of contact for service issues. Develops proactive measures to prevent future challenges. Coordinates with haulers to publicize Tidy Town weekends. Updates and educates residents on trash, recycling, and yard waste issues. Serves on the Mid America Regional Council (MARC) Solid Waste District Committee and attends county and other regional meetings on solid waste topics. Coordinates the annual spring and fall community recycling events.

Sustainability and Environmental Coordinator. Coordinates the City's Sustainability Program. Serves as the Chairperson of the City's Green Team. Researches and develops policies and programs to achieve the City's sustainability goals, and meet established environmental standards. Monitors and tracks information needed to substantiate grant funding. Works with Johnson County Health and Environment, the Mid America Regional Council, the City Manager's Office, and the Governing Body on sustainability and environmental initiatives. 

Legislative Representative. Supports the City Manager’s Office staff in the preparation, coordination, and implementation of the City's state and federal legislative programs. Drafts position statements. Monitors state and federal legislation and coordinates with departments on legislation directly affecting them. Prepares written testimony in support of and opposition to federal and state issues.
 
Communications Support. Responds to citizen inquiries/requests and resolves all issues within assigned scope of responsibility in a timely manner. Refers more complex issues to the Assistant City Manager for resolution. Supports the Communications Director in the administration of Constant Contact. Retrieves and distributes messages from the City email account to the appropriate staff member.

Mayoral, City Council, and Community Projects. Oversees all aspects of the Mayor's Christmas Tree Fund, Mayor for a Day program, and other events and programs as assigned. Facilitates local government involvement in the Shawnee Mission and USD 232 school districts. Prepares presentation materials, drafts agenda packet memorandums, and makes presentations at City Council and Council Committee meetings. 

Operational Efficiency. Studies management procedures and policies using Industry Best Practices to analyze efficiency of operations, and effectiveness of service delivery. Prepares a variety of written and oral presentations, including recommendations of improvements.

Minimum Qualifications

  • Bachelor's degree in Public Administration, Business Management or related field required. Enrollment in, or graduation from, a Master of Public Administration degree program is preferred.
  • Two (2) years of municipal experience is required. Additional education in a related field may supplement municipal experience.

Work Schedule

This position generally works eight hour days, 8:00 am to 5:00 pm, (excluding holidays). Attendance at night meetings (City Council, Council Committee, Boards or Commissions) and special events will be required.
