Dept/Div: Road Department/N/A --- FLSA Status: Non-Exempt

General Definition of Work

Performs intermediate skilled technical work in building and roadway construction, maintenance and repair work; operating equipment, and related work as apparent or assigned. Work is performed under the limited supervision of the Division Chief. Close supervision is exercised over inmate crews as assigned. Position may also supervise subordinate employees to complete construction projects.

Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Essential Functions

Performs construction, finishing, maintenance and repair work of paved and unpaved streets, sidewalks, bike paths, curbs, drainage, parking lots, and rights-of-way vegetative management.

Assists in concrete foundation, forming and finishing work; performs other construction duties related to electrical, finish carpentry, framing, masonry, painting, plumbing, light structural steel, etc., for County facilities and public buildings.

Operates specialized equipment involved in the grading of roadways and various construction tools and equipment.

Monitors and coordinates the use of available equipment, materials and supplies to obtain maximum productivity and cost efficiency for conducting prescribed work activities.

Trains inmates in use of equipment and tools as well as the methods used in construction, maintenance and repair work associated roadways and public buildings and facilities.

Performs routine head counts and searches inmates for contraband or unauthorized materials.

Performs and monitors work safety factors to ensure safety of all personnel and citizens; ensures assigned work is performed in compliance with appropriate rules and regulations.

May assist with seasonal roadway maintenance issues such as debris from flooding and windstorms, snow removal and ice control.

Encourages and promotes a culture of excellent service.

Knowledge, Skills and Abilities

Thorough knowledge of the use and characteristics of building materials; thorough knowledge of street and storm drain construction, maintenance and repair practices; thorough knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance, repair and replacement of public facilities and appurtenances; thorough knowledge of the principles and practices of operating medium to heavy sized trucks and equipment; thorough knowledge of the traffic laws and regulations governing equipment operation; thorough knowledge of the occupational hazards and safety precautions of the work; ability to work from sketches, drawings, plans or specifications; ability to follow oral and written instructions; ability to estimate needed materials and time required for various jobs; ability to make arithmetic computations and compute rates, ratios and percentages; ability to establish and maintain effective working relationships with associates, vendors, inmates and the general public.

Education and Experience

High school diploma or GED and considerable experience in the maintenance, repair and/or construction of public buildings, roadways and facilities, or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions and occasionally requires sitting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and exposure to vibration and occasionally requires wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

Prerequisite for this position is successful completion of a basic skills test that meets the standard for Peace Officer Standards and Training certification – if selected for consideration you will be provided information on the skills test.

Obtain Georgia Soil and Water Conservation Commission Level 1A and Georgia Peace Officer Standards and Training (POST) Corrections Officer certifications within six months.

May require additional safety certifications and training.

Favorable background history as determined by review of local, State and Federal records.

Valid driver's license in the State of Georgia with favorable driving history (MVR).
