General Position Summary:

The Idaho Judicial Branch seeks a highly responsible Financial Account Reviewer for the Conservatorship Account Review Program. This position is responsible for providing financial, operational, and compliance reviews of conservatorship accounting filings statewide to ensure adequacy of court-filed reports, reliability of financial information, and compliance with Idaho Statute and Judicial Branch Rules when performing reviews of required accounting filings. The Financial Account Reviewer will perform the full range of Conservator account reviews. This position works in the Finance Division of the Administrative Offices of the Court under the direct supervision of the Controller.

Major Duties and Responsibilities: (The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)

  • Monitor and query case management system to determine cases requiring review;
  • Perform thorough and timely reviews for statewide conservatorship accounting filings;

· Collaborate with Guardianship & Conservatorship Program Managers and Finance Division to identify and define issues, enhance review standards, review and analyze financial accountings, and address account questions and concerns;

· Prepare clear and concise written reports containing account observations and review findings for conservators and courts;

· Develop policies and procedures to ensure compliance and enhance the Conservatorship Account Review Program;

· Summarize and track pending issues and review questions, provide communication of pending items, and follow through to ensure any pending issues are properly closed out;

· Reference prior filings to analyze financial trends and identify inconsistencies;

· Draft “Review of Annual Accounting” legal document including determination of compliance, clear and professional identification of any issues identified, and accurately reflect case details;

· Coordinate with staff and conservator to ensure all necessary documentation is received;

· Assist court personnel, parties, and the public with account-related questions for conservatorships;

· Educate parties on recordkeeping requirements to ensure they are aware of their obligation to maintain books and records per generally accepted accounting principles;

· Answer case-specific or general questions from conservators, court-personnel, management, and staff concerning conservatorship annual accountings;

· Assist management and the Supreme Court in establishing, revising, and recommending best practice policies for conservatorships; and

· File legal documents using iCourt File and Serve website.

Minimum Qualifications:

The Idaho Courts reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:

  • Bachelor’s degree in accounting, finance or a closely related field;
  • A minimum of 3 years professional accounting experience.

Knowledge, Skills, and Abilities:

· Knowledge of generally accepted accounting principles, methods, practices, techniques, and procedures sufficient to apply them to specialized accounting activities;

· Knowledge of Idaho statute, court rules, regulations, and administrative policies and procedures;

· High level of attention to detail;

· Skill in analyzing financial data;

· High aptitude for numbers and quantitative skills;

· Ability to communicate effectively both verbally and in writing;

· Ability to prepare and present information in a clear, professional and understandable manner;

· Ability to draft and complete clear and concise written letters and reports that convey objectives, conclusions, and recommendations;

· Ability to interpret and analyze financial information and reports;

· Ability to use advanced computer skills in Microsoft Office products, specifically Excel;

· Ability to establish and maintain effective working relationships with co-workers, court-personnel, outside agencies, and conservators;

· Ability to utilize professional judgement;

· Ability to work efficiently with high-volume case load;

· Ability to organize work to meet deadlines;

· Ability to work independently;

· Ability to maintain confidentiality.
