Position Overview: As the Software Configuration Manager (SCM) for the CENTCOM CITS Enterprise IT contract, you will lead the establishment and maintenance of robust configuration management processes and standards, ensuring compliance with Department of Defense (DoD) regulations and guidelines. Your primary responsibility will be to oversee the configuration control and documentation of software artifacts, facilitating collaboration among development teams, project managers, and stakeholders. Through meticulous planning and execution, you will safeguard the integrity of our systems while supporting the delivery of mission-critical software solutions to the DoD. Key Responsibilities: * Analyzes licensing requirement for all new IT regardless of cost and is responsible in conjunction with the Requirement Owner for preparing the necessary acquisition documentation and submitting requests for purchase. * In preparation for annual spend plan reviews, send automated or manual notifications to requirement owners three to six months prior to the approaching contract renewal date. * Submit a request on behalf of the requirement owner via the service desk tool to Contracts Management requesting contract renewal and facilitation of the contract process. * Maintains software renewal tracking list and purchase documentation. * Contact the requirement owner to validate requirement. * Create a (Bill of Materials) BOM and reach out to vendors for quotes. * Send quotes to requirement owner for technical evaluation. * Create Independent Government Cost Estimate (IGCE) from quotes and send to requirement owner for signature. * Transfer documentation to SIPRNet. * Created purchase request and upload BOM, IGCE and quote. * Track purchase requests until ticket is purchased, resourced and closed. * Inform requirement owner of purchase status. * Update software renewal tracking list and maintain purchase documentation when ticket closes

* Configuration Management Planning: Develop and refine configuration management plans in alignment with DoD standards, outlining procedures for version control, baseline management, change control, and release management.
* CI Identification and Control: Establish and enforce procedures for identifying, controlling, and tracking software configuration items (CIs) throughout their lifecycle, ensuring accurate documentation and traceability.
* Version Control: Implement and administer version control systems (e.g., Git, Subversion), overseeing branching strategies, merge processes, and repository maintenance to support collaborative development efforts.
* Baseline Management: Define and maintain baselines for software configurations, coordinating with development and testing teams to ensure consistency and stability across environments.
* Change Control: Manage the change control process, including the submission, review, approval, and implementation of changes to software configurations, while mitigating risks and maintaining configuration integrity.
* Release Management: Plan and coordinate the deployment of software releases, conducting pre-release validation and post-release verification to ensure successful delivery and compliance with configuration baselines.
* Configuration Status Accounting: Establish mechanisms for capturing and reporting the status of configuration items, providing stakeholders with visibility into configuration changes, audit trails, and compliance metrics.
* Configuration Audits and Reviews: Conduct regular audits and reviews of software configurations to verify adherence to configuration management policies, standards, and contractual requirements, addressing discrepancies and non-compliance issues as necessary.
* Documentation and Training: Maintain comprehensive documentation of configuration management processes, procedures, and tools, and provide training and support to project teams to ensure awareness and adherence to best practices.
* Security Compliance: Collaborate with cybersecurity teams to ensure that configuration management practices align with DoD security requirements, participating in security assessments and implementing controls to mitigate risks.Qualifications: * Bachelor's degree and minimum of 8 years’ experience, OR
* HS diploma/GED with 10 years’ experience
* DoD 8570 Certification, Level II (e.g. CompTIA Security ) * Proven experience in software configuration management roles within DoD or government contracting environments, with a strong understanding of configuration management principles and practices.
* Proficiency in version control systems, configuration management tools, and familiarity with DoD configuration management standards and guidelines.
* Strong analytical and problem-solving skills, with the ability to identify and resolve configuration management issues in complex software environments.
* Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and communicate technical concepts to non-technical stakeholders.
