ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non rotating work week, Monday - Friday, 8:00am - 5:00pm. Must be able to work overtime as needed to accomplish department objectives.

Responsibilities

Responsible for the overall management and performance of the Department of Capital Programs by planning, directing, managing and overseeing the activities and operations of the Department. Performs and oversees complex functions that include managing and directing engineering, planning, design, construction and inspection of City facilities and water, waste water, and storm water systems. Coordinates assigned activities with other departments and outside agencies and performs advanced level of professional engineering work while providing highly responsible and complex administrative support to the Executive Director of Public Works.

Assumes full management responsibility for the Capital Programs Department including managing and directing engineering, planning, design, construction and inspection of City facilities and water systems resulting in quality infrastructure; supervises and participates in construction project administration; oversees engineering plan and specification development to ensure compliance with applicable codes, plans, and City standards.

Develops and directs preparation of long-range capital improvement plans; conducts cost-benefit analysis; manages design and construction of the Capital Improvement Plan (CIP).

Coordinates City engineering services for internal projects and oversees contractor/developer projects; designs consulting services for large water, wastewater, and storm water system construction projects; reviews and authorizes plans for development projects to ensure the highest quality project management.

Assists in preparing contracts and requests for proposals; conducts pre-bid conferences to discuss City requirements; reviews and recommends bids/proposals; monitors and coordinates construction contracts; prepares, presents, and interprets a variety of technical reports for non-engineering personnel.

Assists managerial staff in analyzing operations to ensure effective system operations; provides staff assistance to the Executive Director of Public Works by preparing and presenting reports and performing as a contributing and value added member on the City's management team; responds to and resolves citizen inquiries and/or complaints; may represent the City in the absence of the Executive Director;

Manages the development and implementation of departmental goals and objectives for department service areas by recommending and administering policies and procedures; establishes appropriate staffing levels and allocates resources in accordance with City policies.

Identifies opportunities for improvement by assessing and monitoring work load, administrative and support systems, and internal reporting relationships; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures to identify and resolve internal conflict.

Selects, trains, and motivates assigned personnel; manages and improves staff performance; provides internal staff training to encourage performance improvement; oversees and implements personnel procedures in accordance with City policies.

Oversees and participates in the development and administration of the department's budgetary process to ensure fiscal accountability by approving the forecast of funds for personnel, equipment and supplies; participates in the overall development of the City budget and CIP planning and preparation to ensure projects are managed and completed in an effective manner.

Represents the Capital Programs Department to elected officials and outside agencies; participates on a variety of boards, commissions, and committees; attends professional group meetings; maintains an awareness of engineering trends and developments and incorporates new developments, as appropriate. May be asked to perform other duties as assigned.

Qualifications

Work requires Bachelor's degree with major course work in civil engineering, mechanical engineering, or a related field. A Master's degree in a related field is highly desirable. Must have a minimum of eight (8) years of increasingly responsible civil engineering, project management and related administrative experience including three (3) years of management and administrative responsibility. Must be able to obtain a Registered Professional Engineer License within six (6) months of hire. A valid driver's license is required at time of application and hire. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
