Duties

The Director, Standards Coordination Office is responsible for advising the DADLP, ADLP, and NIST leadership on issues related to standards development, coordination, and assessments, for implementing effective strategies for accomplishing the following activities:

  • Provides Standards Coordination leadership:
    • Identifies opportunities for NIST participation in standards activities, ensuring cross-organizational awareness and coordination;
    • Coordinates with NIST technical and administrative experts, the U.S. private sector, standards development organizations (SDOs), and with other federal agencies on standards activities;
    • At the discretion of the NIST Director, serves as the chair of the Interagency Committee on Standards Policy;
    • Supports the NIST Director in interagency policy activities related to standards.
    • Champions NIST and USG standards policy and engagement, including leading NIST's standards interactions with foreign governments; and
    • Advises the DADLP, ADLP and NIST Director on standards policy, activities and initiatives.
  • Leads and manages the Standards Coordination Office:
    • Directs the personnel and resources of the Office;
    • Directs and manages the implementation and ongoing excellence of congressionally mandated functions;
    • Ensures provision of accreditation, conformity assessment, and standards education;
    • Ensures monitoring of U.S. Federal and State regulations and notifies the World Trade Organization (WTO) of possible technical barriers to trade and advises U.S. trade agencies on standardization;
    • Serves as U.S. Designating Authority for Mutual Recognition Agreements/ Arrangements (MRAs), including Telecom;
    • Oversees NIST's internationally recognized laboratory accreditation body; and
    • Oversees the NIST quality management system (QMS) for NIST measurement services.
  • Works on other projects as assigned by the DADLP, ADLP, and NIST Director.

Qualifications

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQs) listed below.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1. Extensive knowledge of standards policy and practice in the United States and globally, as evidenced by experience in this or a related field.

PTQ 2. Demonstrated experience providing leadership and authoritative direction to an organization whose mission involves standards as evidenced by leadership positions in these or similar organizations.
PTQ 3. Demonstrated experience communicating scientific, engineering, measurement, economic, standards, and/or policy positions and findings, both written and in person, to audiences representing a wide range of knowledge at a variety of organizational levels in the standards communities.

Applicants are required to submit a narrative statement for each ECQ and PTQ listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each PTQ, and you do not need to submit an ECQ narrative.

The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position.   • Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

You will be evaluated for this job based on how well you meet the qualifications above.
