Phase 1: Preparing to release the Request for Proposal (RFP) ● Conduct a kickoff meeting to formally start the project, establishing clear objectives, timelines, and communication protocols.
● Engage with key project stakeholders, to understand their expectations and define the project scope, ensuring alignment with overall WCCC/WyCCs goals.
● Complete a comprehensive review of the current state of the College Administration Computing System (CACS), including secondary and tertiary connected systems, via in person or remote interviews with all key stakeholders.
● Synthesize information from various sources to create a detailed report on the current state, highlighting areas for improvement and potential risks.
● Work with project stakeholders to define key success factors and performance metrics that align with the organizational goals and project objectives.
● Facilitate workshops or brainstorming sessions to clarify project vision and success criteria, ensuring consensus and buy-in from all relevant parties.
● Develop a decision matrix to prioritize actions and decisions based on the agreed-upon success factors and metrics.
● Gather preliminary information on vendor experiences, resource availability, and associated costs through market research and vendor interactions.
● Develop rough cost estimates for different scenarios, considering various options and their potential impacts on the project budget and timeline.
● Create a document outlining the estimated costs, resource requirements, and potential financial implications, providing a basis for budgeting and decision-making.
● Prepare an RFP for an CACS solution by consulting with State and college stakeholders for requirements Phase 2: Release RFP and Evaluate● Work with WCCC to disperse RFP with requirements to vendors as requested for bid
● Prepare an CACS Gap analysis for each solution submitted, compared to the current system
● Propose/Prepare a method and tools to be leveraged for scoring/comparing CACS submissions
● Prepare a Feasibility Assessment with a cost analysis of CACS replacement solutions including staff training and module replacements owned by the colleges (outside of the base package that the WCCC supports)
● Evaluate RFP responses for defined specifications and requirements for completeness.
● Facilitate in vendor selection based upon response to criterion.
● Assist WCCC, CIOC and College stakeholders in responding to vendor questions about the RFP
● Review vendor submissions to CACS RFP and validate vendor responses against functional requirements from stakeholders.
● Create a process to select from vendor submissions a list of finalists (3-5 vendors)
● Coordinate with college stakeholders and vendors (only finalists) for centralized vendor workshops, presentations and Q&A sessions. These workshops should be in-person, but have availability for remote attendance.
● Consolidate stakeholder feedback and concerns about each vendor
● Coordinate with the CIOC to prepare and present final recommendation to Executive Council
● Develop, guide and manage the process for the Executive Council to make the final selection of the new CACS system
Phase 3: Contract Negotiation● Assist with vendor negotiations- The consultant is tasked with facilitating vendor negotiations in conjunction with the CIOC and Wyoming ETS. This will include developing a negotiation strategy, directly engaging or aiding in discussions with potential vendors, and providing guidance on negotiation tactics.
● Review contract against best practices and market pricing - The consultant will conduct a comprehensive review of the proposed contract which will include a contract risk assessment, providing mitigation recommendations. The consultant will provide a comprehensive report of the proposed contract including a market pricing analysis to ensure the contracts competitiveness. The consultant will provide a report including legal concerns, and discussion around compliance with legal and regulatory guidelines.
● Contract - Following review and negotiations, the consultant will make necessary adjustments in collaboration with WCCC, the CIOC, and State of Wyoming ETS.
● Deliverables from the consultant will include negotiation strategy report, a summary of negotiation meetings, a market pricing analysis and best practices review report, a risk assessment report, and the finalized contract. The consultant will provide weekly reports allowing the CIOC to maintain project schedule, align activities with WCCC/WyCC’s objectives, and ensure that legal, compliance and other standards and requirements are met.● CIOC will work with the college attorneys and the State attorney general to support contract completion. All activities are subject to review by the State attorney general.
