JOB
This is responsible supervisory, administrative and technical work functioning as an administrative fire officer for the Fire and Emergency Services Department, Fire Prevention Division. The incumbent works directly under the direction of the Deputy Chief of Support Services. The incumbent anticipates work assignments, exercises independent judgment, and makes decisions within the scope of assigned responsibilities. The incumbent has the responsibility to plan, coordinate, and periodically update programs and procedures of the division for which responsibility has been assigned. Incumbent supervises, assigns work, evaluates, and disciplines employees under their supervision. Incumbent may also be called upon to initially investigate fires and other related emergencies as required.
EXAMPLE OF DUTIES
Plans, directs, and manages a comprehensive municipal fire prevention, investigation program for enforcement of local, state, and federal laws and codes as they pertain to fire safety. Empowers, develops, and manages assigned personnel involved in fire prevention inspection, arson investigation, and fire safety work; resolves conflicts, promotes teamwork, and ensures communication among shifts and districts. Ensures uniformity of life safety management and facilitates coordination of activities among shifts, districts, and other departments and agencies. Manages, directs, and monitors the coordination of the Department's fire investigations, and Fire Code Enforcement Operations. Promotes innovation, improvement, and employee development to achieve the vision of the department. Plans, develops, prepares, and implements the Fire Prevention and Investigations Bureau annual budget and manages operations within that budget, tracks and monitors expenses. Promotes innovation, improvement, and employee development to achieve the vision of the department; participates in policy and protocol development; implements new procedures and encourages staff development. Supervises, oversees, and manages the fire prevention staff and personnel; administers appropriate disciplinary action as necessary, provides performance evaluation and feedback, and monitors department goals and objectives. Investigates cause and origin of fires; collaborates with other staff and personnel to investigate and gather information about fire and emergency incidents. Performs other duties as assigned.
SUPPLEMENTAL INFORMATION
Possession of a valid Florida Class E Driver license with acceptable driving record.During occasions of local emergencies this position participates in city-wide emergency management duties as assigned, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee's department Head will make the determination as to who will be required to work.PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.Climbing: Ascending or descending stairs and ladders, using feet and legs and/or hands and arms while performing or supervising inspections and inspectors. Ability to receive detailed information through oral communication, and to make the discrimination in sound.Jumping: Push oneself off a surface and into the air by using the muscles in one's legs and feet.Kneeling: Bending legs at knee to come to a rest on knee or knees. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.Visual Acuity: Have visual acuity to operate motor vehicles, includes close vision, distant vision, color vision, depth perception, and the ability to adjust focus. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one site to another. Including the ability to run when needed.Must be able to wear all assigned bunker gear and effectively perform emergency scene duties. Must be able to use any required protective equipment during the investigation of fire scenes and capable of total mobility at emergency scenes. Must be able to issue verbal orders for correction of life safety situations at emergency scenes. Must be a non-smoking/non-tobacco using person, both on and off the job, at the time of employment and maintain same non-smoking and non-use throughout the term of employment. Must successfully pass the City's medical physical.
