We are hiring to support the Center for Medicare and Medicaid Services (CMS) on a variety of missions designed to improve health outcomes and reduce the cost of care.

Bland is seeking a Technical Program Manager responsible for technical, contractual, administrative, financial, and any other aspects of project performance for the Department of Transportation – Federal Transit Administration’s CORTAP opportunity.

  • Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position.
  • Candidates outside of the Omaha, Nebraska area are welcome to apply as remote work is an option.
  • The work may require travel to various locations around the country.

Essential Performance:

  • Assist the Project Director in leading teams of project managers, subject matter experts, data analysts, IT professionals, and review staff fulfilling numerous contract deliverables, including:
    • Implementing and maintaining a document management system
    • Assessing and documenting Recipient compliance with Federal requirements
    • Identifying and delivering technical assistance to Recipients
    • Highlighting policy issues and informing policy development
    • Informing curriculum development of FTA-sponsored technical training courses
    • Aiding in the development of reports to FTA and DOT leadership, Congress, other oversight agencies and the transit community in general
    • Ensuring adherence to program task schedules and budgets
  • Represent the firm as a point of contact for government personnel in day-to-day CORTAP operations
  • Initiate, support, monitor and evaluate all activities related to the CORTAP task order, including compliance with contract deliverables, internal and external performance requirements, and continual improvement in the absence of the Project Director.

Education, Experience, and Skills Required:

  • Bachelor’s degree from an accredited university in a related field of study (or equivalent work experience)
  • 10 years of Public Transit experience
  • In depth knowledge of the Urbanized Area Formula Grant program
  • A minimum of five years project management experience demonstrating ability to provide guidance and direction for specific projects or sub-tasks and the capability to manage a project of high complexity for government clients
  • Service in educational programs as an instructor or discussion lead
  • Strong critical thinking and decision-making capability
  • Knowledge of and ability to use Microsoft Word, Excel, and Internet based applications
  • Background check required
