New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

  • Attract the private sector capital investment needed to expand New York’s clean energy economy.
  • Overcome barriers to using clean energy at a large-scale in New York.
  • Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

Job Overview

The Performance Measurement & Reporting Analyst serves a critical, data-centric operations role within the broader Performance Management team which works collaboratively with NYSERDA’s program teams to produce data-driven, actionable business intelligence in support of the Authority’s test-measure-adjust approach and overall optimization for the long-term impact of programs. The Analyst will help acquire, manage, and assess data related to investment outcomes across the portfolio and will work with Performance Management team colleagues to continuously strengthen the Authority’s performance-based culture. The position will involve proactively identifying and developing key tools, analyses, data sets, and documentation in support of performance management objectives and portfolio planning efforts. The selected individual will take ownership of initiatives already underway and others that are planned, seeing these projects through to full implementation.

Primary Responsibilities

  • Assist with design, development, implementation, and ongoing management of the systems and practices necessary for the collection, aggregation, analysis, and reporting of performance data across NYSERDA programs such as producing new templates, tools/dashboards, and user guides.
  • Coordinate and manage key aspects of NYSERDA’s investment planning processes and associated analyses including: providing tools, support and validation of annual budget and benefits reforecasting for all programs; preparing performance history and ROI analysis for each proposed new/modified investment plan; creating and maintaining documentation on milestones, outputs and outcomes of investment plans; managing workflow and SharePoint documents used in NYSERDA’s strategic approval process and for filing of investment plans with the Public Service Commission.
  • Coordinate and manage key aspects of NYSERDA’s reporting system and processes including: managing reporting workflows and reminders for timely collection of data across dozens of initiatives; managing data collection and maintenance on milestones, outputs and outcomes of programs; preparing data for loading into the data warehouse; preparing data validation tools and references and flagging outliers; assisting with compilation of scorecards and updating the Clean Energy Dashboard and Open NY data sets; assisting with compilation of annual reports and other reports across portfolios.
  • Coordinate and manage key aspects of performance management analytics including: supporting preparation and analysis of progress reporting; supporting building and updating dashboards and data visualizations in Tableau; assisting with gleaning insights and understanding performance trends seen in the data; conducting ad hoc Excel analyses and data preparation steps.
  • Troubleshoot data challenges and develop solutions appropriately tuned to the timeline, resources available, and needs outlined.
  • Collaborate with colleagues to identify recommendations for performance management business process improvements, overcome constraints, and help resolve challenging cultural, operational and technological issues.
  • Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork.

Minimum Qualifications

  • A Bachelor's degree from a wide variety of disciplines will be considered for this role including areas of study such as data science, engineering, business administration, accounting, etc.
  • Minimum 3 years’ experience in an operations, business, or data analyst role, implementing process and operational improvements relevant to operations and performance management activities, including such activities as:
    • Performing business analyses, documenting requirements and specifications and mapping processes.
    • Gathering customer and/or functional requirements, collecting data and reviewing for quality/integrity, aggregation, developing data management protocols, all leading to the development of new dashboards, reports or other tools/systems.
  • High proficiency in Microsoft Excel required with the ability to demonstrate everyday use-cases and solutions developed.
  • Familiarity with data analytics & visualization tools required, including software and languages such as SAS, Tableau, ArcGIS, Power BI, SQL, R, Python, etc
  • Must demonstrate ability to engage and learn new software and methods of developing data solutions.
  • High level of energy and enthusiasm, with the ability to thrive in a dynamic, fast-paced setting and work within tight deadlines to deliver on requirements.
  • Must be savvy relationship builder as this is the cornerstone to broad collaboration required of this role which frequently engages internal stakeholders & customers.
  • Skill in managing multiple diverse activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgment.
  • Excellent presentation and interpersonal skills that resonate with audiences of different backgrounds; possesses the ability to communicate persuasively, concisely and unambiguously in speech and in writing.
