JST is Hiring an IT Program Manager (Secret) Near Arlington, VA

Overview
JST is currently seeking a Program Manager to join our team. This is a full-time ON-SITE position in Arlington, VA. JST offers a full benefit package, a collaborative work environment and strong company culture. Veterans and military spouses are encouraged to apply. This position is contingent upon contract award.
Program Manager Responsibilities
  • Provide program management services support that span Bureaus within the Department or that operate with other government agencies.
  • Must have understanding of, and experience in, complete project development life cycle, proposal and/or task order development, and working knowledge of program management functions including cost, schedule status and reporting.
  • Provide Agile program and project management support for IT programs and projects to supporting the OBO mission and priorities. This shall include a well-maintained and continually elaborated product backlog for each application and a process incorporating the Scaled Agile Framework (SAFe) and appropriate Scrum or Kanban team management approaches. All time and major activities shall be coordinated and tracked in MS Project Server and Azure DevOps.
  • The Program Manager will manage development teams supporting a wide range of applications for the DOS and will provide mentoring to junior developers in database and application design.
  • Shall coordinate and manage priorities on multiple concurrent Human Resource related software projects.
  • Provide support for any and all phases of software deployment to ensure HR applications and databases will enable their users to meet their mission goals and objectives.
  • These efforts include all phases of SDLC including the full range of software design, development, implementation, and integration, including, but not limited to, requirements definition and analysis, systems design and development, coding and testing, preparation for deployment, data conversion, 508 compliance and integration.
  • Agile Development will proceed as documented
  • Additionally, all candidates must possess a high degree of time management skills, and good verbal and written communication skills.
  • Experience in an intense, customer oriented, operating environment is also highly desirable
Program Manager Qualifications
  • Bachelor's degree
  • 10 years general experience with eight (8) years specialized experience reflecting increasing responsibilities in information systems design and management and the ability to motivate and lead teams.
  • 8 experience in information systems development, functional and data requirement analysis, systems analysis and design, programming, program design and documentation preparation.
  • 8 years of experience demonstrated experience managing the implementation of full life cycle software development.
  • General experience includes increasing responsibilities in information systems design and /or management.
  • Experience in a Agile Environment
  • Should have a Project Manager Certification
Required Clearances and Screenings
  • MUST have an active secret clearance
  • MUST be able to pass a US Government Security Clearance
