Agency programming includes early childhood resources and literacy development, a 3-tiered juvenile justice service array, mental health prevention and treatment, substance use disorder prevention and treatment, boys and young men of color supportive resources, school-based intervention, and trauma-informed care. Our organization is seeking a Parenting Time Counselor with the corresponding experience requirements:

Salary $37,000-$40,000

GENERAL RESPONSIBILITIES:

The Parenting Time Counselor is one who is passionate about working with families, provides effective supervised parenting time visitation between a minor child(ren) and their parents/legal guardians. In order to provide effective parenting time, travel throughout the tri county area is necessary with availability to do so during non-traditional hours (evenings and weekends). The parenting time counselor provide family members with transportation as needed to attend the scheduled visitation sessions; plans, with biological parents, the parenting and child interaction skills to be learned, practiced, and rehearsed, at each visitation; conducts each family interaction with a family focused/centered delivery of services; organizes services in which community and professional services are utilized to support accountability are culturally competent, individualized, family centered and strength based; ensures increased opportunities for healthy social, emotional, physical and cognitive development of the minor children and family system as a whole.

SPECIFIC RESPONSIBILITIES:

  • Meet with each MDHHS-referred family within 24 hours of referral.
  • Schedule parenting time routinely, flexibly, including evening/weekends
  • During the first 24 - hour meeting, responsible for devising a plan for parenting skill development to remove the need for supervised visitation, and help the family achieve child safety and child permanency.
  • Responsible for ensuring the first supervised visitation occurs within 48 hours of the child(ren)'s removal.
  • Responsible for working with family during 24-hour meeting to plan the safe location and time for the first visit, in a natural, yet therapeutic, setting that allows for family confidentiality and structured recreation (i.e. library, park, etc.)
  • Ensures MDHHS referring worker visitation specifications, and parenting goals recommended, are addressed with buy-in and support from the family, while helping them to embrace those and other family-established goals.
  • Responsible for completing case documentation within 24 hours of each family session, and submitting complete documentation to the Program Supervisor.
  • Responsible for completing individual family case file entries in accordance with BFDI and MDHHS policies, procedures, and contractual requirements.
  • Responsible for providing transportation to families as needed.
  • Responsible for monitoring and ensuring successful visitation services promoting the graduation of the family to unsupervised visits, subsequent to their use of newly applied skills that mitigate risk to the minor child(ren).
  • Provides coordination and consultation with youth's family.
  • Responsible for: to include, but not limited to (1) attending review and/or permanency planning hearings with MDHHS as required, (2) preparing comprehensive court reports on the improvements made by family members (i.e., skills taught and being utilized), as well of observations made during family visitations, and the number of service hours received by the family.
  • Coordinates with the MDHHS, basic needs resources, or entitlement programs, to provide resources and other support needs to mitigate risks facing the family.
  • Provides oversight of the MDHHS family plan to ensure total integration of all skills to be taught to remove the need for supervised visitation.
  • Complete session observations and monthly/quarterly reports as required
  • Responsible for the management of family goal planning, the skills training, open communication and exchange of information among providers and DHHS to family, as appropriate.
  • Records and reports, via computer, information from a variety of sources and reports, i.e. field visits, personal contacts, and counseling services provided.
  • Completes, via computer, all information system required record-keeping forms accurately and within the prescribed time frames.
  • Works closely with youth's family and provides comprehensive services.
  • Advocates for the youth by assuring that youth's needs are identified and met.
  • Protects the confidentiality of the child and family.
  • Performs other duties as assigned.

REQUIRED COMPETENCIES AND ABILITIES FOR POSITION:

  • Staff shall have experience working with families on topics such as parenting, child care/safety, household management, nutrition, and budgeting;
  • Have clean ICHAT and Registry check;
  • Have crisis management skills and knowledge of: community resources to resolve barriers affecting parenting time;
  • Follow & enforce Parent Agency Treatment Plan and Referring Worker supervised visitation and notification guidelines;
  • Staff able to coach parent-child bonding and skills needed to adapt to home life with children;

QUALIFICATIONS:

Bachelors Degree preferred in social work, sociology, psychology or guidance and counseling and a minimum of 2 years working with the eligible population of at-risk youth and their families; must have experience in family focused and family centered practice and strength based delivery of services; understanding of working within the environment in which the youth grows, develops, and functions; ability to provide service that matches a family's language, culture and spiritual beliefs and affirms the value of the family' knowledge and skills in assessment of potentially violent situation; must be computer proficient in both word processing and data base software programs; knowledge of confidentiality policy and procedure; flexible work schedule that allows for extensive client access to workers (accessible 24 hours/seven day a week.
