Duties
The Director, Hollings Manufacturing Extension Partnership Program directs and controls the activities of the MEP.
In addition, this position is responsible for the following:
  • Provides leadership to the NIST MEP national office and the system of MEP centers, such as through the development and leadership of the system's strategic approach to sustaining and growing the economic competitiveness of U.S. manufacturers, particularly small and medium-sized manufacturers.
  • Represents the MEP in national manufacturing policy and strategy, including representing NIST to and/or with the Department of Commerce to national stakeholders including the Office of Management and Budget, the National Economic Council, the U.S. Congress, and others on budget, and other matters concerning the Program.
  • Serves as an expert in developing, maintaining and growing federal-state partnerships and public-private partnerships that bring together federal, state, and private sector policies and resources towards an "eco-system" that helps grow the economic competitiveness of U.S. manufacturers.
  • Participates in exchanges of technical information and plans, organizes, and operates appropriate mechanisms for coordinating technical activities and programs.
  • Participates in important liaison and representative functions with senior manufacturing and technology-based economic development programs of foreign governments, industrial laboratories, universities, and Federal and state laboratories for the prime purpose of facilitating programs under the direction of the MEP.
  • Initiates and coordinates long-range and strategic planning activities of MEP assuring that it takes into account assessments of future manufacturing needs, current priorities, and technical opportunities as articulated by the Administration, Congress, state and local governments, industry, and the general public.

Qualifications
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).
To meet the minimum qualifications of this position, you must possess all of ECQs and PTQs. You must show in your resume that you possess the mandatory ECQs and PTQs listed below. We recommend that your resume (up to 5 pages) emphasizes your level of responsibilities, the scope and complexity of the programs you managed, and your accomplishments, including the results of your actions. An individual's total experience must demonstrate possession of the ECQs and PTQs to perform the duties of this position.
EXECUTIVE CORE QUALIFICATIONS (ECQs):

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - A broad knowledge of and demonstrated experience in manufacturing, manufacturing and industrial extension programs, and/or technology-based economic development as evidenced by private sector experience, program management, technical expertise, or thought leadership, such as publications and presentations.
PTQ 2 - Demonstrated experience communicating and partnering with a diverse set of customers and stakeholders such as senior level federal officials; Congressional Members and staff; state elected officials and policy makers; private sector manufacturing leaders; and national and regional organizations that are part of the manufacturing eco-system.
PTQ 3 - Demonstrated experience planning, organizing, managing, and directing a multi-level technical and/or business organization of significant size, resource, complexity, and scope that includes national-local and public-private partnerships.
The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
All applicants will be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the appointing authority. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, the ECQs, and the PTQs.
